This letter relatos to the di::cussion Messrs. A. D. Johnson and J. L. Crews of this offico held with Messrs. J. D. Worthington and C. H. Seds:n and other members of your staff, on March 12, 1970, concernin3 the inspection conducted on March 2 through March 5,1970, of construction activitics authorized by AEC Construction Permit No. CPPR-39.

As noted during the discussion, an apparent deficiency was identified involving an item not in conformance with statements in the Preliminary Safety Analysis Report as identified below, or which may otherwise raise questions concerting the adequacy of the construction. This item is as follows:

The Preliminary Safety Analysis Report Section 5.1.2.3(c), states with respect to the containment steel plate liner that the material

". . .uill be carben steel conforraing to ASTM A-442, 'Studard speci-fication for carban stect plates with improved transition properties,' I Grade 60."

The material actually being used for thn liner 10 decignated cc conforming to ASTM A-516. Section 9 of Standard Specifications for ASTM Designation A-516, Test Specimens, states that "for plates 135 inch and under in thick-ness not requiring heat treaccent, the test specimens shall be prepared for testing from the material in its rolled condition." Contrary to this-specification, the material certification reports reviewed by our inspector at the site showed that the test coupons used to determine the material's ,

mechanical properties were normalized, whereas the plate material had been  !

supplied in the au-rolled condition (not normalized). Portions of the material had been approved and installed by the contractor prior to this i deficiency being detected by your quality assurance staff.  !

April 7, 1970 Please provide us, within 30 days, with your cessments conceraias this item and any steps which have been or will be taken to correct it and to minimise reevrrence, including any appropriate changes that have been or will be made to your que11ty assurance program.

In addition, we understand that the change of the liner material from that conforming to ASTM A-442 to material conforming to ASTM A-516 specifications will be reflected in the Fiasi Safety Analysis Report; therefore, a written reply to this office is not required regarding this change.
