G. S. Spencer, Senior Reactor Inspector Region V, Division of Compliance DIABLO CANYON UNIT NO. I, PACIETC GAS & ELECTRIC COMPANY DOCKET No. 50-275 The attached report contains the details of a recent visit to the site of the subject facility under construction.

The contract specifications covering the concrete structures of the ,

plant were observed to be quite complete and comprehLv.sive. They appear to contain standards equivalent in scope and detail to those contained in ACI 318 and ACI 301, and in total cover adequately the principal activities suggested for CO attention by Chapter 4600 of the Compliance Manual.

We expect at the time of our next inspection (in approximately two '

months) to be able to report more definitely upon the on-site QA-QC

' organizations. Based upon discussions with key project personnel at the time of the current inspection, we anticipate the numbers and qualifications of the personnel in these organizations to be adequate to insure a satisfactory quality of worksanship and materials. You will note, however, that we urged the licensee to give priority attention to the staffing and implementation of the on-site QA-QC programs. Both we and the licensee's project staf f recognize that much work has yet to be accomplished in the preparation of detailed test and inspection procedures prior to starting the construction of Class I structures of the plant. The project staff has assured us, repeatedly, that the detailed procedures to be implemented by the PG&E general construction and engineering departments and the contractor (s) will be available for each construction activity prior to the commencement of work. We will continue to give particular attention to this matter.

l 2-Of interest , you will note that the Geologist Consultant for PG&E has examined the bedrock on which the facility is to be located and found it to be essentially as anticipated. Also, you will note that PG&E plans to install a breakwater to facilitate construction of the plant seawater intake structure.

As requested by Compliance Headquarters, the meterological data collecting stations were inspected and found to be operable and satis factorily maintained.
