The inspection was conducted by 1;r. J. L. Creus and myself on June 23-26, 1970, and was performed pursuant to PI 3800/2 as shown on the

An item of nonconforcunce related to radiographic examination of l welds in the containment building liner was identified. Contrary to the governing code, the thickness of the weld reinforcement in several j loca tions exceeded the prescribed specification. A Construction Deficiency Notice concerning the item will be sent to the licensee subsequent to i!Q review and concurrence. The licensee's response to the observed daficiency was direct and affirmative in that the Project Superintencent stated a survey would be made to determine the extent of the deff eient condition and that all welds found to have excessive reinforcement would be ground and r:diographed. Later we learned from the licensee that several hundred feet ( ~ 400) had been rejected and that several weeks would be reouired to re-examine the Welds.

The corrective action indicated in PG&E's reply to the Construction Deficiency Notice involving the use of improper test coupons to {

determine the physical characteristics of the liner plate material was confirmed from a review of test data during the inspection. A ls o ,

you will note the affirmative action taken by the licensee concerning the other observations made by us (our insoectors) during the previous visit. Likewise during the current visit, the licensee showed a keen interest in our corrents as discussed in the Management Interview section of the report. Spencer July 16, 1970 will evaluate and implement appropriate measures to assure adeouate protection of stored stainless steel reactor components from the potential adverse "salt-air" environment. Also we expect Eauges will be procured and all indentation markinas of stainless steel I components will be checked by licensee personnel to assure that the l markings are of the low stress type. Although the licensee appeared l confident that the concrete to be placed in the base section of the '

vettical walls of the containment building would be adeouate, we believe additional measures will be explored to assure that the installed concrete is of proper consistency and ouality. These icems will be included in our subsenuent inspection plans as subjects for followup review.

E.ssed on our observations and indications made by the project staff, it appears that the construction schedule for the facility has slipped by approximately four months. It also appeared doubtful that the remaining work can be advanced sufficiently to offset the lost time,
