DOCKET NO. 50-275 The attached report contains the details of my recent visit to the applicant's home offices in San Francisco, California on February 7,  !

1969. l 1

You will note that actual construction efforts associated with the i containment structure are currently planned to begin sometime during l June, 1969. The applicant also plans to have a detailed "quality assurance-quality control" program formulated and ready for imple- l mentation at least a month prior to commencing construction of the l containment structure. We plan to review the applicant's program in detail during May, 1969.

l You will also note that the project administration responsible for constructing the plant conforms to that submitted in the applicant's 1 application for a permit to construct Diablo Cayon Unit No. 2. I h.' & us As "

Crews, Reactor Inspector Scope of Inspectiont The visit was made to the licensee's main offices in San Francisco, California to (1) review the l tentative schedule of construction, (2) review the licensee's organization I responsible for the construction of the Diablo Canyon nuclear power unit, and (3) obtain information relative to vendors of the Class I components.

N- h [. ,

SUMMARY

The current schedule of construction for the licensee's nucicar power station located at Diablo Canyon near San Luis Obispo, California calls for the start of construction of the containment building to begin during June, 1969. To date, construction activities at the site have been limited to site preparation efforts, e.g.; earth excavating and filling, installing utilities, and constructing an access road.

The licensee confirmed that the organization responsible for the construction of the nuclear station was as shown in the application for a construction permit to build the second nuclear power unit at the same site. (Diablo Canyon Unit No. 2)

Table No.1 of the report provides a listing of vendors supplying the Class I components to be used in the construction of the reactor fa cility. Most of the vendors, according to the licensee, are common for all "four loop" Westinghouse pressurized water reactor systems.

DETAILS A. Persons Contacted D. W. Kelley - Project Engineer - Chief Mechanical Engineer J. L. Schuyler - Senior Mechanical Engineer W. J. Lindblad - Design Engineer B. Project Administration

1. Pacific Cas & Elcetric Co. , PG&E Mr. Kelley provided the inspectors with a diagram of PG&E's organization concerned with constructing the Diablo Canyon Nuclear Power Station. The structuce of the organization as shown in Figure I, attached, conforms to the description provided in the licensee's application for the construction of Nuclear Unit No. 2 at the Diablo Canyon site which is -

also applicable to Unit No. 1. According to the provided information, the currently assigned responsible individuals include John F. Bonner - Senior Vice President C. H. Sedam - Vice President, General Construction J. D. Worthington - Vice President , Engineering D. V. Kelley - Project Engineer, Chief, Mechanical Engineering B. W. Shackelford - Chief. Civil Engineering T. A. Bettersworth - Chief, Electrical Distribution Engineering

.W. R. Johnson - Chief, Electrical Engineering J. J. McCann - Chief, Engineering Servic"a R. F. Cayot - Engineering Research Specialist W. R. Forbes - Equipment Inspector M. H. Chandler - Manager - Station Construction R. S. Bain - Construction Superintendent J. W. Woodward - Assistant Construction Supt. for Civil Structures W. R.,Hersey - Project Superintendent- s ,

A.fickman Field Engineer, Mechanical / pr j 6. Wright - Field Engineer, Electrical '

c.. ,

S. Friedrich - Field Engineer, Civil D. Drand - Startup Engineer .

.: 2. Vendors Mr. Kellgy provided the current list of vendors shown in Table I.

i These vedors are concerned with supplying class I components for l the construction of the nuclear power unit.

C. Status of Const ruction The status of construction was discussed with Messrs. Kelley, Schuyler and Lindblad. From the discussions, it was apparent that construction l activities have been limited to date to site preparation efforts including:

1. Excavating for containment building

~.

2 Tilling for switchyard l

3. Cur.stree. ting access road {
4. Installing utilities and construction facilities  ;

D. Construction Schedule Mr. Kelley provided the inspectors with a master schedule concerning l the project. According to Kelley, the construction starting dates of 1

certain projects have been deferred by approximately two months. The slippage of the schedule was attributed to unusual inclement weather conditions during the past two months and delays occasioned during the review of the design and construction specifications. The current schedule, therefore, provides that actual construction of the containment building-will not begin before June,1969.  !

E. Quality Assurance - Quality Control According to Kelley, the detailed quality assurance - quality control program (QA-QC) will be formulated prior to May 1,1969. This will be from four to six weeks prior to the start of actual construction of the i containuent building. The writer informed Mr. Kelley of the Commission's interest in licensees' "QA-QC" programs. Therefore, a tentative mcoting i to review FG&E's program in depth during the first part of May,1969 was arranged with Mr. Kelley.
