This letter relates to the discussion Messrs. A. D. Johnson and J. L.

Crews of this office held with Mr. W. R. Hersey and other esebers of your staff at the conclusion of the inspection conducted on June 23 through June 26,1970, regarding the construction activities authorized by AEC  !

Construction Permit No. CPPR-39  !

l As noted during the discussion, an apparent deficiency was identified '

involving an item not in conformance with statemento in the Preliminary Safety Analysis Report as identified below, or which coy otherwise raise questions concerning the adequacy of construction of the Diablo Canyon, Unit 1, facility. This item is as follows:

The Preliminary Safety Analysis Report Section 5.2.1.2(s), states, regarding radiographic inspection of the containment building linct, that "... Liner plate seam velds in the cylindrical walls and done will be spot radiographed...". The project quality control program relating to the radiographic inspection of the liner plate sears welds requires that the radiographic technique be in sccordance with the requirements of the ASME Boiler and Pressure Vessel Ccde.

Section VIII, Paragraph W-51.

Cur inspector observed in the case of two horizontal liner plate seam welds, designated 2H and 3H, that the finished surface of the reinforcement in several locations which had been radiographed was -

not in accordance with the requirements of Paragraph W-51. Spect-fically, the thickness of the reinforcement was measured to be as much as 1/8-inch on these veld joints. Paragraph W-51(a) limits the thickness of the reinforcement to 1/16-inch on weld jo(nts with the place thickness (3/8-inch) involved in veld seses 2H sad 3H.

Specifically, the thickness of the reinforcement was measured to be as much as k-inchontheseweldjoints.

Paragraph W-51(a) limits the thickness of the reinforcement to (6-inch on weld joints with the plate thickness ( finch) involved in veld cess 6 2H and 3H.g .

Please provide us within.30 days, with y.our cotaments concerning this item and any steps which have been, or will be taken to correct it and to minimize recurrences of a similar nature, including.any appropriate changes that have been or will be made to your quality assurance program. ,
