D003T NO, 050-0275 The attached report by our field inspector of a visit to the sub.eet construction site on June 23-25, 1971 is forwarded for information. Ea safety probleums or deficiencies were identified during the inspection.

We believe that PGM's planned reviser of Westinghouse's and their swa QA procedures to assure all differences in "as built" equipment from that described in the PSAR are identified will provide addittenal assurance that all changes in design have been appropriately revioeod and approved within the responsible design orssatsations.

The procedures ezmined sad observations of stored Class I components and equiposet indicates that PG6E's related QA-QC system is being effectively implemented.

The subject of measurements of the thickness of valve castings and associated documentation was discussed with 7068 We expect POW to provide adegnate documentation to shoe that the castings of significatly sised valves to the primary systou satisfy design requirements prior to permitting installattom of such valves is the plent.

FC6E's suggested approeth to determine the scope and content of records mais-tained at the site by the several contractors appears reasonable. Our inspector explained to PG&E management, at their request, that his authority ecocorning the subject of records stemmed fren 10CFIL50.70 He also indicated that the records maintained by their contractors or agents related to the work performed within the scope of the contract provisions may well be considered PGM records.
