/11/86 V EK Director, Office of Inspection and Enforcement US Nuclear Regulatory Commission Washington, D.C. 20555 Dear Director We have been advised by letter received on Feb. 27, 1986, by a former vendor, Cardinal Industrial Products Corporation (3873 West Oquendo, Las Vegas, Nevada 89118) that material on several purchase orders furnished by Cardinal to Valtek Incorporated deviated from ASME Section III, NOA 3800 in that " Improper Qualification of Stock Materials: (NCA-3866.3 (a)) Materials certified as meeting Section III where the stock material was either purchased from a non-qualified source or the audit used to qualify the source was inadequate. No subsequent upgrading was performed." Cardinal has also reported this problem to the NRC. Our investigation has determined that these parts were furnished to the following customers en the following valves:
Carolina Power & Light - Brunswick Steam Electric Plant Valves serial no.
35411-1-1, 35411-1-2 (This only Nuclear intent, not N-Stamp)
Houston Lighting & Power - South Texas Project valves serial no.

We still have in stock additional quantities of some of these parts which will be tested. As soon as those test reports are complete you w1il be notified of the applicable valve and customer.
