1.0 PURPOSE To provide detailed instructions for changing seal water injection filters (F39A&B).

2.0 REFERENCES

IR 96-006, NRC Inspection Report, NRC Commitment for Operations procedure PMT/QC reviews.

3.0 PRECAIITIONS AND LIMITATIONS 3.1 A radiation work permit and continuous Health Physics coverage is required while changing filters, as the filters are highly radioactive.

3 (d 3.2 Use extreme caution against falling or dropping tools when working around the shield plug opening.

3.3 As much work as possible should be performed remotely through the filter access / shield plug opening, to minimize radiation exposure.

4.3 Verify the desired filter vessel is tagged out and draining.

4.6 Establish an equipment lay-down area adjacent to the filter cubicle access plug.

4.7 Route a DI water hose to the filter cubicle access plug.

4.8 Place the yellow filter cask adjacent to the filter cubicle access plug.

(Utilize the " heavy load" cart stored at the snubber test stand for transport.)

4.9 Verify the selected filter has been opened to drain for at least 30 minutes prior to unbolting the head.  ;

4.10 In the case of a Unit I filter change, prohibit PAB traffic via PAB l

Door 261 to eliminate congestion and to reduce iha potential for spreading I contamination.

4.11 Obtain permission from the DSS to change F39A/B.

U INITIALS 5.0 PROCEDURE NOTE: Hourlyfire rounds must be established when shieldplug is removed.

5.1 Remove the shield plug using thejib hoist provided.

  • CAUTION
  • ONCE SillELD PLUG IS REMOVED WORKING DIRECTLY AROUND PLUG HOLE MAY REQUIRE FALL PROTECTION 5.2 Using the large extension wrench and two inch socket, unscrew filter vessel closure bolts completely (12 turns). Do not remove the bolts from the flange. ,
  • CAUTION
  • BE ALERT TilAT NOTIIING PROlllBITS RAISING Tile VESSEL llEAD WilEN TIIE IIANDWHEEL IS TURNED. EXCESSIVE FORCE WILL BEND THE DAVIT-ARM.

t 5.3 Using the large extension wrench with the filter vessel head handwheel operating tool attached, turn the handwheel clockwise to its stop to raise the vessel head and bolts clear of the vessel, then swing the head aside.

5.4 Remove the yellow filter cask top plate and open the lower access.

(1-1/2" nuts for tight closure. 3/4" square shaft to open or close lower access.)

5.5 Prepare the cask to receive the filter.

5.5.1 Position the cask above the filter access and pass the filter lifting rope through it.

5.5.2 Connect a three to four foot piece of rope, with a 1/4" "S" hook attached, to the end of the lifting rope which exits the bottom of the cask.

5.6 Catch the filter lifting ring with the "S" hook, then maintain a tight line to ensure the connection is not lost.

OI 22D NUCLEAR POWER BUSINESS UNIT MINOR OPERATING INSTRUCTIONS Revision 9 January 30,1997 CilANGING SEAL WATER INJECTION FILTERS (F39A&B) 5.7 Lower the cask to a centered position over the filter vessel with the bottom of the cask well into the access opening to provide as much shielding as possible.

5.8 Raise the filter into the cask. Rotate the cask access closed and then secure the lower access for transport using the closure bolts.

5.9 Release the short length of rope into the cask.

5.10 Plastic bag the cask and remove it to the intended filter depository fbr disposal of all items in the cask.

5.10.1 When the filter has been discharged from the cask, rebag the cask and return the cask to the cask storage area on El. 46' of the PAB.

5.10.2 Retum the " heavy-load" cart to storage on El. 66' of the PAB, adjacent to the snubber test stand.

5.11 Flush the filter vessel with water to remove any dirt left behind.

5.12 Inspect the filter vessel seal areas for damage.

5.13 Apply a light coating of silicone lubricant (Dow Corning No. I1 I or equal) to the O-ring of the new filter.

5.14 Install the filter and attached spacer / lifting device by lowering on a line from above Guide to a mating with the stub tube.

NOTE: If 0-ring / backup ring replacement is required, place the new O-ring in the retainerplate groove and check thefit. If the outside diameter of the 0-ring contacts the outer edge of the retainerplate groove, the backup ring should not be used.

5.15 Remove the 0 ring retainer plate from the vessel head. Inspect the O-rings for excessive fiattening or other damage. Replace as necessary.

5.16 Lubricate the 0-rings. Reattach the 0-ring retainer plate to the vessel head. (The wide 0-ring groove should be next to the head.)

i 5.17 Swing the filter vessel head into position above the vessel, then turn the handwheel counterclockwise to lower the head onto the vessel. (The .

linkage should be sufficiently free so as not to interfere with head bolt l torquing.)

5.18 Clean and lubricate the cover closure bolts.  ;

l NOTE: QC inspector must witness performance ofStep 5.19 5.19 Tighten the head closure bolts in a diagonal sequence. Torque each to a final load of 386 ft/lbs.

l Torque wrench Id. No. Calib. Date 5.20 Filter cover bolts torqued.

QC 5.21 Inform the control room of your intent to fill and vent the filter vessel and ,

l get permission to clear the required Danger tags.

5.22 Select a method of filling and venting the filter vessel dependent on system conditions. Control the vent valve during venting to ensure the vent hose remains directed as desired.

5.22.1 If seal injection pressure (RCS pressure) is greater than 50 psig, then fill and vent with D1 water via the filter drain.

5.22.2 If seal injection pressure is less than 50 psig, then filling from  !

, the system is permissible if the filter inlet is only slightly opened and RCP seal differential pressure can be maintained as required. ,

INITIALS 5.23 When the leak check is satisfactory, align the filter per the DSS.

5.24 Install shield plug.

5.25 Clean the area and tools.

5.26 Return all tools to their proper storage. (Initial Conditions location) 5.27 llave IIP perform a final contamination survey.

5.28 Record test equipment ID's on the CIIAMPS Task Sheet.
