To drain and purge the letdown gas stripper in preparation for maintenance and recover the gas stripper for return to service.

3.0 PRECAUTIONS AND LIMITATIONS 3.1 Do not open the 1P-130A Cire Pump breaker until after this procedure directs closing GS-GW-17A, otherwise GS-GW-17A will close because of the cire pump thermal overload interlock.

1 3.2 During the performance of this procedure, the Unit 2 letdown gas stripper will 'x in hot standby for approximately 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> while preparing the Unit I gas stripper for j

maintenance. This is necessary to allow evacuation of the stripper gas to the cryo system.

3.3 It is preferred, but not required, that the stripper bui' ding ventilation remains aligned to the Unit 2 Purge Stack throughout the stripper oubge.

This instruction has been rewritten from RMP-188, " Letdown Gas Stripper Unit 1."

3.4 3.5 To allow for flexibility, any steps or sections of this procedure not needed may be marked NA by the DSS / DOS. To facilitate additional actions, use a workplan in conjunction with this instruction.-

4.6 A portable low volume air sampler is set up on the purge exhaust filter selected for use during the LDGS purge.

4.8 Gas stripper temperature is <l50' per TE-34 Circ Pump Suction Temperature on TR-GW-30A.

5.1.2 Place the Unit 2 letdown gas stripper in hot standby per 01-17

" Letdown Gas Stripper Operation." Stabilize temperature and pressure in hot standby conditions.

  • CAUTION
  • DO NOT CLOSE GS-GW-I7B UNTIL CONDITIONS ARE STABLE. MAINTAIN TEMPERATURE IN THE STRIPPER AFTER GS-GW-I7B IS SHUT TO AVOID DRAWING THE STRIPPER INTO A VACUUM.

5.1.3 Shut the Unit 2 letdown gas stripper gas outlet GS-GW-17B.

Safe access to GS-16 will require a ladder. GS-66 is on the feed ring accessplatform.

5.1.4 Install a local level indicator by connecting tygon tubing between IGS-66 IHX-130A LOS Heat Exchanger Inlet Low Point Drain (remove pressure indicator,1/2" swagelok) and IGS-16 LGS Hi Point Vent (3/4" male pipe).

5.1.5 Fill and purge the Fas stripper to the cryo system by completing the following:

a. Attach a DI water supply to 1GS-67 LDGS "A" Supply Line Low Point Drain in the PAB (El. 26' above Unit 2 facade door).
b. Adjust CR-2-PCV Min Flow Suction Press Control Valve to maintain 0.5 to 1.0 psi in the Unit I gas stripper with GS-GW-17A open.

Valve in the local level indicator installed in Step 5.1.4 and c.

check for leaks.

d. If two cryo compressors are available, stan the second compressor.

Do not overfill the stripper into the gas outlet piping orpilat a rate which exceeds the capacity ofthe cryo compressor (s). Stopfilling ifcryo compressor suction pressure exceeds 2.5 psi.

NOTE:

The local tygon indicator may indicate level higher than actuallevel due to the delta P across thefeed ring no:.zles whenfilling. Slow thefillrate as level nears the top of the condenser section.

  • CAUTION
  • FILLING THE GAS STRIPPER WILL DISPLACE THE GAS TO THE CRYO SYSTEM. CRYO COMPRESSOR DISCHARGE PRESSURE WILL INCREASE TO ABOUT Il0 PSI ASSUMING NORMAL START PRESSURE OF 75 PSI. THIS WILL OCCUR BECAUSE THE OPERATING STRIPPERS CR-261C WAS CLOSED IN STEP 5.1.2. IF CRYO PRESSURE REACHES 150 PSI, THEN STOP FILLING AND OPEN 2CR-261C TO REDUCE PRESSURE.

Slowly fill the gas stripper with DI water to the top of the e.

condenser section as indicated by the tygon level indicator then shut IGS-67 and disconnect the DI hose.

f. Adjust CR-2-PCV to maintain cryo compressor suction pressure at 0-0.5 psi to evacuate the remaining gas in the stripper to the cryo system.

The IA supply to GS-GW-17A is not numbered and no press reg isprovided. Air must be bled off by cracking afitting.

5.1.6 Retum the running cryo compressors to the as-found lineup.

5.1.7 Adjust CR-2-PCV to maintain normal suction pressure of 1.5 psi.

5.1.8 Open GS-GW-17B the Unit 2 gas stripper gas outlet valve.

  • CAUTION
  • IF THE VCT FINE CONTROL REGULATOR PCV-158 IS NOT IN SERVICE, THEN THE EXCESS GAS INVENTORY IN THE CRYO SYSTEM WILL GO TO THE VCT AND VENTING OF THE VCT MAY BE NEEDED.

REFERENCE TIIE CAUTION PRIOR TO STEP 5.I.5.E.

5.1.9 The Unit 2 letdown gas stripper may be returned to service per 01-17 (Established Feed Section) at this time if so desired.

5.1.10 Complete the following to nitrogen purge the gas stripper to the Unit 2 purge exhaust filters:

NOTE:

Safe access to GS-20 will require a ladder. An 8' extension ladder works best.

a. Connect a 3/8" P-tubing line to the unnumbered 3/8" Whitey valve upstream of IGS-61 NG Purge Supply and route to 1GS-20 Vent Cooler Outlet Sample Point (1/2" male pipe). Leave 1GS-20 shut.
b. Align the gas stripper building ventilation system to the selected (same as Step 4.6) Unit 2 purge exhaust filter using Attachment A of this instruction.
c. Verify 2CW261B, nitrogen to Unit 2 VCT is shut, then align nitrop n purge to the gas stripper building by opening NG-1657B (El. 26' Unit 2 VCT Viv Gallery) PCV-61 supply and setting PCV-61 (PW No. 4, El. 8') for 3-5 psi.,

d. Start the portable air sampler at the purge exhaust filter.

Enter the time and date on the sample envelope.

e. Align the vent path to the selected purge exhaust filter by opening one of the following:

2RM-32000 Discharge to 2F-11 A 2RM-3200T Discharge to 2F-11B f.

Open GS-40 Letdown Gas Stripper A and B vent to Unit 2 Purge Exhaust System (Unit 2 facade El. 66' on fan room wall).

g. Notify HP that purging of the gas stripper will begin.

NOTE:

Monitor 2RE-305 during the next step as the gas stripper ispurged to the Unit 2 purge exhaust stack via thepurge exhaustfilter. Ifthe high alarm is actuated, stop the vent. Consult the DSS for appropriate actions.

h. Open IGS-17 "A" Gas Stripper Cryogenic Bypass.

i

i. Open the unnumbered N2 Whitey supply valve from Step 5.1.10.a.
j. Open IGS-20 Vent Cooler Outlet Sample Point to start the purge.
k. Purge until 2RE-305 indicates that the rad gas has been displaced.

NOTE:

Since the stripper is still vented to the purge exhaustfilters, it will be at essentially atmospheric pressure. Ifthe U-2 purge exhaustfans are running, it will be at a slight vacuum. In either case, establish a drain rate based on sumppump capacity.

a.

Slowly drain the stripper by opening 1GS-23 Cire Pump Suction Line Drain until condenser section level as indicated by the tygon local level indicator is low and about to go out of sight, then shut IGS-23.

NOTE:

Do not remove the P-tubing. It will be used during recovery.

b. Shut IGS-20 Vent Cooler Outlet Sample Point.

c.

Shut the unnumbered N2 valve upstream of NG-61.

Disconnect the P-tubing from the valve and install the cap (as-found from Step 5.1.10.a).

d. Continue to purge the stripper using the normal purge

{

connection by opening IGS-61 Stripper Purge Valve.

NOTE:

The tygon levelit dicator will remain connected for use during recoveryfrom maintenance.

e. Shut local tygon level indicator isolations 1GS-16 and IGS-66.

When the stripper is completely empty, 2RE-305 willindicate a temporary increase.

f.

Drain the gas stripper completely, if required, by opening IGS-23 until nitrogen issues from IGS-23 then shut 1GS-23. Otherwise, drain to the desired level, then shut IGS-23.

g. If required, drain the preheater via 1GS-28 Preheater Drain, then shut IGS-28.
h. If required, drain the feed line via 1GS-22 Thermosiphon Return Line Drain, then shut IGS-22.
i. Continue the nitrogen purge of the stripper until RE-224 and 2RE-305 indicate that the stripper can be opened to atmosphere. Then proceed to the next step.

5.1.12 Position and danger tag the following:

Ifcomplete draining ofthe stripper was not required, then the next step is N/A.

5.1.15 Verify the stripper is drained completely, if required, and depressurized by opening the circ pump suction drain 1GS-23, then shut 1GS-23.

5.1.16 If required, the danger tag on the Unit 2 Forced Vent Blower Discharge 2RM-3200S may be cleared at this time.

5.1.17 The stripper building ventilation may be retumed to normal per Attachment A ifdesired. Reference Precaution and Limitation 3.3.

5.1.18 The gas stripper may be released to Maintenance at this time.

The Maintenance personnel should be informed that some low point drains may contain a small amount of residual water that should be drained prior to attempting repair or replacement of a valve diaphragm.

5.2 Recovery from Maintenance 5.2.1 Perform a walkdown of the stripper to verify that it is ready to be filled. Pay particular attention to the following:

a. All vents and drains closed.
b. Equipment that was worked is completed and/or ready for fill.

5.2.2 Prepare the gas stripper for fill and vent by completing the following:

NOTE:

If the ventilation system is still alignedper Attachment A to thepurge exhaustfilters, THEN Steps S.2.2.a - S.2.2.c may be marked N/A.

Verify that the gas stripper building ventilation system is a.

aligned to the Unit 2 purge exhaust stack per Attachment A.

b. Direct HP to place a portable air sampler at the purge exhaust filter selected.
c. Verify that 2RE-305 Unit 2 purge exhaust SPING 22 is operable.
d. Verify 2RM-3200S forced vent blower discharge is red tagged shut.

Align a vent path to the purge filter selected by opening one c.

f. Open GS-40 LDGS A&B vent to Unit 2 purge exhaust,

h. Remove the danger tag from IGS-17 gas stripper A cryogenic bypass. Leave IGS-17 closed.

a.

Start the portable air sampler on the purge exhaust filter.

b. Open 1GS-17 "A" gas stripper cryo bypass (vent).

NOTE:

During thefill, periodically monitor the stripper for waterleakage.

c. Throttle open IGS-67 to fill the stripper with DI water.

Monitor pressure in the stripper during the fill operation.

Fill the gas stripper to a normal level of about 66 inches then shut 1GS-67.

5.2.4 Align the gas stripper cire pump for operation by completing the following:

Position 1GS-24 Circ Pump Suction Open IGS-27 Cire Pump Discharge Open 1GS-69 Cire Pump Mini-recire Open IP-130A Cire Pump Breaker Closed l

a.

Remove the danger tag on the circ pump control switch.

b. Open FCV-GW-4A in manual to about 50%.
c. Start IP-130A and adjust feed pressure to a normal value of about 40 psi then place FCV-GW-4A to auto.
d. Vent 1P-130A seals via GS-73, then run the pump for 10 min.

Place IP-130A control switch to pull-out.

MAINTENANCE AND RECOVERY UNIT 1 INITIALS 5.2.5 Complete the following to purge the nitrogen gas from the gas stripper:

NOTE:

Safe access to GS-16 willrequire a ladder.

a. Open 10S-16 and IGS-66 to valve in the local level indicating tygon installed previously.

NOTE:

Do not overfill the stripper into the gas outlet piping.

NOTE:

The local tygon level indicator may indicate level higher than actuallevel due to the delta P across thefeed ring nozzles whenfilling. Slow thefill rate as level nears the top of the condenser section.

b. Open IGS-67 and slowly fill the gas stripper with DI water to the top of the condenser section while venting through IGS-17, then shut IGS-67.

Remove the DI hose and install the cap at 1 GS-67.

c.

5.2.6 Complete the following to purge any oxygen from the stripper prior to backfilling with cryo gas.

a. Connect the 3/8" P-tubing line that is still connected to 1GS-20 to the unnumbered 3/8" Whitey valve upstream of IGS-61 NG Purge Supply,
b. Verify 2CV-261B, nitrogen to Unit 2 VCT is shut then align the nitrogen purge to the stripper building by opening NG-1657B (El. 26' Unit 2 VCT valve gallery).

Set the stripper building nitrogen supply regulator PCV-61 c.

(PW No. 4, El. 8') to 3-5 psi.

d. Open 1GS-20 Vent Cooler Outlet Sample Point.

Open the unnumbered Whitey valve on the nitrogen supply e.

line to begin the purge.

h. Disconnect the P-tubing from 1GS-20 and install the cap at I GS-20.

i. Disconnect the P-tubing from the nitrogen supply.

5.2.7 Vent the recovery HX, if required, via 1GS-10 and IGS-11 (these valves are located just below the grating on the upper level). Then shut IGS-10 and 1GS-11.

PMT 5.2.8 Inspect the gas stripper for water leakage.

NOTE:

Coordinate the next two steps with completing the stripper checklist CL-9E.

5.2.9 Remove the remaining danger tag on the stripper. It may be desirable to maintain the danger tag on GS-GW-73A.

5.2.10 Align the following valves:

Position IGS-17 Locked Shut 2RM-3200U Discharge to 2F-ll A Locked Shut 2RM-3200T Discharge to 2F-11B Locked Shut GS-40 LDGS A&B Vent to Unit 2 Purge Locked Shut 1GS-16 Condenser Vent Locked Shut Cap at 1GS-16 Installed IGS-66 Shut Pressure Gauge at 1GS-66 Installed 5.2.11 Direct HP to secure the portable air sampler at the purge filter and collect the samples.

NOTE:

The 1P-130A circ pump breaker must be closed or GS-GW-17A willnotopen.

a. Open GS-GW-17A.
b. Throttle open GS-23 the cire pump suction drain to drain the gas stripper. Regulate the drain rate to maintain a positive pressure in the stripper.

c.

Continue to drain the stripper until a normal level of about 66" is reached, then shut GS-23.

5.2.13 Update the units equipment status board to show that the gas stripper boron is 0.

5.2.14 Restore the gas stripper building ventilation system to normal, per Attachment A Step 5.0.

To provide instructions to align the gas stripper building ventilation to the Unit 2 purge exhaust stack during gas stripper maintenance and purging.

2.0 PRECAUTIONS AND LIMITATIONS 2.1 If the Unit 2 containment is aligned for purge supply and exhaust and the purge exhaust fan (s) trip off then. immediately restart a purge exhaust fan or terminate the gas stripper purge by shutting GS-40. Otherwise stripper gas may backflow into the containment b.:ilding. This action is not required after the cryo gas has been purged from the stripper.

2.2 If the U-2 purge system is operating, aligning the gas stripper building may cause a purge exhaust low flow alarm with only one supply and one exhaust fan running.

l 3.0 INITIAL CONDITIONS None 4.0 ALIGNING THE STRIPPER BUILDING TO UNIT 2 PURGE STACK 4.1 Locally note the position of the selected purge exhaust filter suction damper operator and the gas stripper building purge exhaust filter bypass (both located in the El. 66' Fan Room) for comparison in the next steps.

4.2 If not already open, then open the suction damper fer the selected purge exhaust filter, F-11 A or B by positioning its local damper control switch to A, open.

4.3 Locally verify that the suction damper opened.

4.4 Start the portable air sampler at the filter and record the date and time.

4.5 Open the gas stripper building exhaust discharge damper to the selected filter unit by opening GW-128 (2FW-11 A) or GW-127 (2F-11B) locally at the El. 6.5' facade.

4.6 Verify that une stripper building doors are shut.

4.7 Shut tN gas stripper building nuage exhaust filter bypass damper GW-129. Locally v rify that the damper shut.

5.2 Open tlie gas stripper building purge exhaust filter bypass damper GW-129. Locally verify that the damper is open.

5.3 Shut the gas stripper building exhaust discharge damper to the selected filter unit by shutting GW-128 (2F-11 A) or GW-127 (2F-11B) locally at the El. 6.5' Facade.

NOTE:

Ifon containmentpurge, then the suction damper will not shut in thefollowing step if the associatedfan is running.

5.4 Shut the suction damper for the selected purge exhaust filter 2F-11 A or B by positioning its' local damper control switch to the B position.

5.5 If required, secure the portable air sampler at the filter and record the date and time.

Notify HP to collect the samples.
