1.0 PURPOSE To provide detailed instructions for changing the seal water return filters (F2).

2.0 REFERENCES

IR 96-006, NRC Inspection Report, NRC Commitment for Operations procedure PMT/QC reviews 30 PRECAUTIONS AND LIMITATIONS 3.1 A radiation work permit and continuous Health Physics coverage is required while changing filters as the filters are highly radioactive.

3.2 Ensure each spent filter tube's inlet and end cap is removed from the filter vessel before

U installing new filter tubes.

33 Ensure the small lead filter removal cask is in a plastic bag with blotting paper prior to transporting cask to prevent spread of contamination.

34 The small lead filter removal cask holds only three filter tubes-3.5 As much work as possible should be performed remotely through the filter access / shield plug opening, to minimize radiation exposure.

3.6 Depending on expected radiation exposure, some steps that involve remotely operated tools may be eliminated in favor of direct operation (pending HP approval).

3.7 Review the precautions and limitations of 01-22.

Januarv 30.1997 4.1.3 1 - special valve operating tool 4.1.4 1 100 fl-lb torque wrench 4.1.5 1 - filter tube lifting tool 4.1.6 1 - 1" slotted socket 4.2 Establish step-off pads well away from the filters at the filter entrance.

4.3 Rig a DI water hose to the filter area.

50 PROCEDURE 51 Open the vessel drain valve 3 turns using the small extension wrench and the special valve opening attachment.

5.2 Open the vessel vent valve 3 turns using the small extension wrench and the special valve opening attachment. Allow vessel to drain for approximately 15 minutes.

5.3 Loosen 12 turns but do not remove the vessel closure bolts using the small extension wrench with 15/16" socket attached.

54 Using the small extension wrench with special handwheel rotating attachment, turn the cover handwheel clockwise until handwheel stops turning and cover assembly swings aside.

5.5 Using the small extension wrench with special 1" slotted socket attached, loosen the "T" bolts which retain the separator plate. Swing the "T" bolts aside.

5.6 Remove the separator plate by using the special lifting tool. Set the plate on the floor on blotting paper next to the vessel.

5.7 Place the steel supports across the shield plug opening and place the small lead cask on the supports in line over the filter vessel.

NOTE:

Check eachfilterfor its top and bottom end caps.

5.8 Attach the filter tube lifling tool to the small cask and lower the tool down i

to pickup a filter tube.

5.9 Seat the tool on top of a filter with the release line.

5.10 Pull the hold line which will grip the filter and gently raise the filter into the small cask.

5.11 Rotate the indexing mechanism in the cask 90 5.12 Release the filter by pulling the release line and slacking the hold line.

5.13 Repeat 5.8 to 5.12 to remove all remaining filter tubes.

5 14 When the small lead filter cask is full, (three filter tubes) place it in a plastic bag with blotting paper and transport it for emptying per the Radwaste supervisor.

5.15 Support small cask over disposal site, remove plastic bag and rotate indexing mechanism to allow filters to fall out of small cask 5.16 Repeat 5.14 and 5.15 as necessary until all filter tubes have been removed from the filter vessel.

1 5.17 Flush filter vessel with demineralized water to remove all din left behind.

5.18 Inspect filter vessel for damage and ensure that all metal end caps from previous filter tubes have been removed.

5.19 Wet 0-rings of new filter tubes with D1 water and install filter tubes with 0-ring end up.

5.20 Install new O-ring separator plate and position plate over filter tubes pushing down to seat plate onto filter tubes.

5.22 Swing filter vessel cover into position. Turn handwheel counterclockwise until cover is seated.

l NOTE:

QCInspector must witness performance ofStep 5.23.

5.23 Clean and lubricate cover closure bolts Tighten the flange bolts in diagonal sequence, torquing each to a final load of 75 ft/lbs.

5.24 Filter cover bolts properly torqued.

Torque Wrench Id. No Calibration Date QC 5 25 Close the drain valve and obtain permission to remove Danger tags 5.26 Fill and vent filter vessel.

l PMT 5.27 Apply system pressure to filter vessel and check for leaks.

5 28 Cut in filter an<l shut bypass 5 29 Install the shield plug and clean the area and all tools 5.30 Return all tools to their proper storage 5 31 Have HP perform a final contamination survey.

5 32 Record test equipment ID's on CHAMPS Task Sheet.
