V0GTLE UNITS 1 & 2 REVIEW 0F REACTOR COOLANT SYSTEM HIGH POINT VENTS (TMI ACTION PLAN ITEM II.B.1)
By memo dated September 9,1984, you requested our review of the RCS vents for Vogtle in accordance with SRP 5.4.12.
As part of our primary review responsibility, we reviewed the generic emergency procedure guidelines for the use of these vents under accident conditions (SRP 13.2), and we also reviewed the proposed initial test of the vent systems (SRP 14.2).
With regard to the use of the RCS vents under accident conditions, the applicant has stated that the-procedures at Vogtle will be in accordance with the generic guidance provided in the Westinghouse Owners Group Emergency Response Guidelines, Revision 1.
This comitment is acceptable to the staff as it applies to II.B.1.
The Reactor Vessel Head Vent System, described in FSAR Section 5.4.15, will be tested prior to plant operation.
It will be hydrostatically tested in the RCS Hydrostatic Preoperational Test described in FSAR Subsection 14.2.8.1.9, and valve operability will be demonstrated in the RCS Preoperational Test described in FSAR Subsection 14.2.8.1.7.
These tests are in conformance with the ASME Code,Section XI, Subsection IWV-3500, Inservice Tests-Category C Valves. These proposed tests have been reviewed and are acceptable.
Routine followup during perfonnance of the overall initial test program for Vogtle would be expected by IE.
