ELIMINATION OF LARGE PRIMARY LOOP PIPE RUPTURES t
I The Materials Engineering Branch, Division of Engineering, has completed its technical review of the Georgia Power Company submittal regarding the application of the " leak-before-break" technology as an alternative to providing protective devices against the dynamic loads resulting from postulated ruptures of the Vogtle Plant Units 1 and 2 primary coolant loops.
We find that the primary coolant system piping geometry, materials, and F
loads art very similar to and within the envelope of those evaluated in

~. Generic _ Letter 84-D4, " Safety Evaluation of Westinghouse Topical Reports Dealing With Elimination of Postulated Pipe Breaks in PWR Main Loops."
We conclude that Georgia Power Company has provided technical justifi-cation for not providing protective devices against the dynamic effects of postulated pipe breaks in support of its request for exemption from a portion of the requirements of General Design Criterion 4 of Appendix A to 10 CFR Part 50.

SUBJECT:
LICENSING REVIEW OF V0GTLE ELECTRIC GENERATING PLANT In respect to LQB review of Sections 13.1, 13.4 and 13.5.1 of the FSAR, our normal procedure is te visit the applicant's corporate office and plant site about four months prior to SER input to perform a review in our areas of

responsibility.
Georgia Power Company recently provided a draft update to the Vogtle FSAR related to LQB areas of review; however, it was incomplete in respect to the number of individuals assigned to plant positions and the resumes of individuals assigned to key positions on the plant staff. This missing information has been furnished by the applciant's letter of February 15, 1985. We believe we now have sufficient information to enable us to schedule our review at the applicant's corporate office and plant site.
The proposed agenda for that meeting should be as follows:
a.
Discussion at Georgia Power corporate office with corporate management-and staff on how the office organization and resources compare to the -
guidelines of Section II.B of NUREG-0731; Section 13.1.1 of the Standard Review Plan, NUREG-0800; and Items I.B.1.2 and I.C.5 of NUREG-0737.
Included should be a discussion of z.pplicable administrative policies and procedures that upper management has in place to establish safety goals and practices for the safe operation of the Vogtle Electric Generating Plant.
b.
Interviews with about eight selected corporate managers and corporate staff who provide direction and technical support for Vogtle plant operations.
In~terviews will include discussion of technical

qualifications, job responsibilities, directives and administrative procedures, interfacing and comunication with other corporate staff and the on-site plant organization, and related matters. Discussions will also focus on the preopers';ional and start-up organization and the
- transfer of responsibilitics from construction personnel to operations personnel.
