V0GTLE 1 DRAFT SAFETY EVALUATION REPORT A request has been received from Melanie Miller, the Project Manager on Vogtle 1, for PSB to provide a draft SER for the subject plant by October 1, 1984.
While PSB is committed to meet the scheduled SER input date of April 1, 1985 (Bevill Schedule) to DL, we are unable to meet your request for a draft SER for the following reasons:
1.
The PSB reviewers on Vogtle (Jim Lazevnick (E) and Ed Tomlinson (M)) are also the reviewers for the following projects, with their schedular impacts.
2.
PSB is committed to meet the scheduled SER input date of October 10, 1984 (Bevill Schedule) on Nine Mile 2.
3.
PSB issued the River Bend SER with numerous open items. The update of this SER and closure of the open issues is a major effort and we believe this action has priority over Vogtle.

The mechanical reviewer (Ed Tomlinson) is also assigned to the TD1 Task Force.
Because of the amount of work involved in updating the River Bend SER and preparation of the SER on Nine Mile,these tasks will utilize the major por tion of the time available between now and October 10, 1984.
Therefore, it would not be possible for PSB to issue a draft SER on Vogtle by October 1, 1984. However, the list of open issues for Vogtle will be provided by October 31, 1984 or sooner if possible. As
. suggested by the Project Manager, we will meet with the applicant to expedite resolution of open issues.

t We believe the above approach will keep up review progress on all caseworks while ensuring the effective utilization of PSB's limited resources. We have discussed this with the PM who is fully aware of the difficulty in developing a draft SER in our area of review responsibility.
