Also enclosed (Enclosure 2) are the evacuation time estimates for your ' interpretation and estimation of evacuation parameters for input to CPAC.
To date we have been unable to obtain a clean copy of the site 10 mile region map. Georgia Power has assured us that they will provide a map by June 21,19E4 to meet your needs. We will provide you with a copy of this map as soon as it becem(s available.

i Emergency preparedness plans including protective action measures for the Vogtle Electric Generating Plant and environs are under development and are not fully l
completed.
In accordance with the provisions of 10 CFR 50.47, effective November 3,1980, no operating license will be issued to the applicant unless a finding is made by the NRC that the state of onsite and offsite emergency preparedness provides reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency.
Among the standards that must be met by these plans are provisions for two emergency) in l
planning zones (EPZs). A plume exposure pathway EPZ of about 16 km (10 mi j
radius and an ingestion exposure pathway EPZ of about 80 km (50 mi) in radius are required. Other standards include appropriate ranges of protective actions for each of these :enes, provisions for dissemination to the. public of basic emergency planning information, provisions for rapid notification of the public during a serious reactor emergency, and methods, systems, and equipment for assessing and monitoring actual or potential offsite consequences in the EPZs of a radiological erergency condition.
HRC and the Federal Emergency Management Agency (FEMA) have agreed that FEftA

will make a finding and determination as to the adeqpacy of State and local government emergency response plans. NRC will determine the adequacy of the applicant's Emergency Response Plans with respect to the standards listed in l
Section 50.47(b) of 10 CFR 50, the requirements of Appendix E to 10 CFR 50, l
and the guidance contained in NUREG-0654/ FEMA-REP-1, Revision 1, " Criteria l
for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in Support of Nuclear Power Plant," dated November 1980.
After the above determinations by HRC and FEMA, the NRC will make a finding in the licensing process as to the overall and integrated state of preparedness.
The NRC staff findings will be reported in a supplement to the SER.
Although the l
presence of adequate and tested emergency plans cannot prevent an accident, it l
1s the staff's judgement that such plans, when implemented, can mitigate the l
consequences to the public if an accident should occur.

' Population Density Estimate' Table 1 attached provides a su==ary of the projected residential population by sector for the areas within the 10 mile EPZ for Plant Vogtle.
The projected population is for the year 1987 and was prepared using the methodology described in Appendix 2A of the VEGP TSAR.
For the purpose of the projection, the resident population within the Savannah River Plant was assumed to be zero.
Provisions for protection of the personnel within the Savannah River Plant are described in the SRP Responsibilities section of this enclosure.

Savannah River Planc Responsibilities
(
Staff level discussions with SRP have been in progress for some time to define the SRP/ Plant Vogtle interface.
SRP has iadi& ted that they v111 assume the responsibility for 1=plementing ar.y needed protective measures on Federal Property in South Carolina. 'Ihey estimate implementation of any protective measures can be accomplished within thirty =inutes. 'Ihese agreements and definition of responsibilities will be for= ally documented with the Vogtle Emergency Plan.

a Evacuation time data was collected in 1980 by State of Georgia, Civil Defense Division staff.
This report (copy attached) was developed pursuant to an NRC request (reference letter from B. Grimes, 12/26/79) 6 and followed the format indicated in that request.

The estimated times for a general evacuation of the population located within j
the ten mile EPZ are given in Table I.

The data was developed by the local Civ'il Defense Director with the assistance of two members of the CD organization, one of which resides w uhin the ten mile EPZ.
First hand knowledge of the subject area, plus experiences with real and exercise emer-gency operations within the county, provided the background upon which this data is based.
All of the times given for notification and verification are based on the assumption that one to four mobile teaus would be employed in the operation.
It' was further assumed that the

Jactual evacuation would take place by private vehicle and Burke County school buses traveling their nomal routes to pick-up persons requiring public transportation.
- The local DeTartment of Natural Resources ranger will be re-s sponsible for the notification and evacuation of recreationists on the Savannah' River.

Sportsmen are not included in the above table'. The Savannah River flows through the entire i
twenty alle diameter of the EPZ and it is impossible to estimate the number of boaters and fishermen likely to be present in any particular sector.
It is estimated that.as many as 300 sportsmen could be on the river on a good day.
It'would take approximately two hours to travel the affected stretch of river for notification, and up to three hours to evacuate the river.
Confirmation would likewise take approximately two hours.

Approximately-300 of the listed population within the 0-5 mile distance of the NW sector are construction workers and their families which,will, leave once the plant is completed.

Emergency Planning Zones.-(EPZ)
E-The Plant Vogtle Plume Exposure EPZ consists of an area 10 mile radius, centered on the plant, with three regions excluded from the detailed p1=aa4ag procesa per 10 CFR 50.47(c)(2).- These areas, indicated on the attached map, have been excluded from detailed planning primarily
- due to the absence of any resident population.
The areas in Richmond County Georgia, and Aiken County South Carolina (Sector R) have no i
I resident population and there appears to be =4n4==1, if any, resident population in Barnwell and Allendale Counties, South CaroHnm (Sector F).
P1=aa4ag to assure protection of transient populations in these areas will be accomplished through formal agreements with the appropriate State and/or County governments.
The State of South Carolina is in agreement with this approach as documented in their letter to the State of Georgia (January 17, 1984 - attached).

On Jcnuary 10th we held a meeting with' representatives of Georgia Power Con:pany rascrding the ten-mile Emergency Planning Zones for the Vogtle Nuclear Power Plant.
Due to the distance of the plant from any South Carolina residents, s.nd the lov nu=bar cf those actually living within the 10-mile zone, we have agreed to exclude this crall, South Carolina aren from any -formal emergency planning at the state level.

It is our under-secnding that Georgin Power and DOE / Savannah River Plant will be signing an agree-ment of mutual assistance.
We vill then help coordinate any technical response on our cide of the river between DHEC and DOE /SRP.
