SUBJECT:

DETERMINATION OF ACCEPTABILITY OF LIST OF V0GTLE ELECTRIC GENERATING PLANT ITEMS UNDER QA PROGRAM

REFERENCE:

J. G. Partlow and M. A. Miller memorandum dated Nov. 29, 1983 to Assigned Reviewers

.j i

The Power Systems Branch has reviewed Table 3.2.2-1 in the Vogtle FSAR for the list of items under its QA program. As _a result of our review 3

we have determined that the Offsite Power System listed on sheet 84 of the table, the Switchyard Interfaces listed on sheet 87, and the High Voltage Switchyard listed on sheet 88 should be included under the QA program. Although the offsite power is not considered a Class 1E system, it is, in accordance with GDC 17, important to safety. Therefore, the quality assurance requirements for such systems may not be as stringent as for Class 1E systems; however, a Quality Assurance Program for installation, inspection, and testing control for the offsite power l

system must be provided commensurate with the importance to safety of the ij

-system.

The distribution panels listed under 120-V ac Power System - Class 1E on i

i sheet 85 of the table should also be included under the QA program. With a

the addition of these items, we conclude that the scope of the QA program a

for Vogtle is adequate for safety related structures, systems and components within PSB's area of review.
