V0GTLE UNITS 1 & 2 - REVIEW OF REACTOR COOLANT SYSTEM (RCS HIGH POINT VENTS (TMI ACTION PLAN ITEM II.B.1 Your memo to Elinor Adensam dated August 9, 1984 requested an office wide review for Vogtle Units 1 & 2 on-the above subject. Our review is based on the documented design information of the subject vent system i

furnished by the applicant in FSAR Section 5.4.15 and in response to j.,_

power supply and its system redundancies.

1 The reactor vessel head vent consists of two redundant vent paths each containing two solenoid operated isolation valves in series which are remotely controlled from the main control room.

Furthermore, a degree I

of redundancy has been provided by powering each vent flow path from a different vital (Class IE) power supply to ensure that RCS venting t

capability from the reactor vessel is maintained given a single failure. The control system is safety grade and meets Class 1E requirements. The isolation valves are fail closed on loss of power and operated in the normally closed position. Also, venting capability from pressurizer is provided by opening one or both power operated relief valves which are connected in parallel.

Positive indication of valve position is provided in the main control room and can be tested during plant operation. The entire RCS high point vent system satisfies the single-failure criterion with sufficient redundancy in the design to minimize the probability of an inadvertent actuation of the system.

We, therefore, find the Vogtle Units 1 and 2 RCS high point vent design to be' acceptable with respect to its power supply and to conformance with the criteria outlined in Item II.B.1 of NUREG-0737 and SRP Section 5.4.12.

This completes the relevant PSB portion of NRR review.
