SUBJECT: NRC Region I integrated Inspection Report Nos. 50-317/96-07

and 50-318/96-07 and Notice of Violation

l Dear Mr. Cruse: l

This report transmits the findings of the safety inspection conducted by NRC inspectors at I

the Calvert Cliffs Nuclear Power Plant from August 25 to October 19,1996. The enclosed j

l report presents the results of that inspection. At the conclusion of the inspection, these 1

l findings were discussed with Mr. Katz and others of your staff.

l Overall, the NRC has concluded that your facility was operated in a safe manner. Operator I

response to. transients caused by the effects of Tropical Storm Josephine focused on

reactor safety while corrective actions to maintain the operability of plant cooling systems i

'

were taken. The inspectors considered the operator response to the transients to be very

good, and included an appropriate attentiveness to reactor control. Also, the inspection of

radiation protection activities identified that, overall, BGE implemented a generally effective

radiation protection program.

) Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurred. The violation is cited in the enclosed Notice of Violation (Notice)

l

l and the circumstances surrounding it'are described in the subject inspection report. The

! violation involved shipment of a package containing radioactive materials on May 24,

1996, in a non-strong, tight package. The package was identified to have a hole in it

when it was unloaded at its destination on May 29,1996.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. In your response, you should document

the specific actions taken and include any additional actions you plan to prevent

j recurrence. Your response may reference or include previous docketed correspondence, if

l the correspondence adequately addresses the required response. After reviewing your

response to the Notice, including your proposed corrective actions and the results of future

inspections, the NRC will determine whether further NRC enforcement action is necessary

,

to ensure compliance with NRC regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter,

its enclosures, and your response will be placed in the NRC Public Document Room (PDR).
