License Amendment Request 92-015: Proposed Revision to the Submittal-Frequency of the Radioactive Effluent Release Report Gentlemen:
Pursuant to 10 CFR 50.90, North Atlantic Energy Service Corporation (North Atlantic) has enclosed License Amendment Request 92 015. This License Amendment Request proposes a revision to Technical Specification 6.8.1.4, ' Semiannual Radioactive Effluent Release Report," to change the submittal frequency of the Radioad se Effluent Release Reports from semiannually to annually. In addition, it is also proposed that this Technical Specification be revised to require the Annual Radioactive-Effluent Release Reports to be submitted by June 30 of each year to address the data collected during the previous calendar year. Editorial revisions. to other Technical Specifications are also -
proposed far consistency with the aforementioned changes.
The proposed revisions, which are consistent with the recently revised 10 CFR 50.36a,
' Technical-specifications on effluents from - nuclear : power reactors," will eliminate an unnecessary regulatory burden r,nd provide an economic savings by reducing expenditures associated with the processing and review of the semiannual reports by _ North Atlantic personnel. In addition, the proposed changes will reduce contractor expenditures for:the develop.nent of the technical aspects of the reports.
As described in the enclosed License Amendment Request,Section V, the proposed changes have been determined not to involve a significant harards consideration pursuant to the standards of 10 CFR 50.92.
License Amendment Request 92-015 has also been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee. Additionally, a copy of this letter and the enclosed License
- Amendment Request have been forwarded to the State of New Ilampshire State Liaison Officer pursuant to 10 CFR 50.91(b).
North Atlantic requests NRC review of License Amendment Request 92-015 and -
issuance of a license amendment by July 30,1993 (see enclosed License Amendment Request,
'Section VI).
