Introduction and Description of proposed Chances A.
Introduction The purpose of License Amendment Request 92 015 is to propose a revision to Technical Specification 6.8.1.4, " Semiannual Radioactive Effluent Release Report," to change the submittal frequency of the Radioactive Effluent Release' Reports from semiannually to -
annually. In addition, it is also proposed that Technical Specification 6.8.1.4 be revised to require the Annual Radioactive Release Reports to be submitted by June 30 of each year to t
address the data collected during the previous calendar year, Editorial revisions to other Technical Specifications are also proposed for consistency with the aforementioned changes.
A detailed description of all of the proposed changes is provided in Section B below.
Technical Specification 6.8.1.4," Semiannual Radioactive Effluent Release Report," currently requires the submittal of a Semiannual Radioactive Effluent Release Report 60 days after January 1 and July 1 of each year. These reports, which address the operation of the station during the previous 6 months, summarire the quantities of radioactive liquid and gaseous effluents and solid waste released from the station during the subject period, These reports also include a description of: all unplanned gaseous or liquid radioactivity releases from the e
site to unrestricted areas; changes made to the Process Control Program and the Offsite Dose Calculation Manual; major changes to liquid, gaseous, or solid radwaste treatment systems; new locations for dose calculations andh,r environmental monitoring; and.
explanations of any deviations from the Technical Specifications regarding inoperability of effluent monitoring instrumentation and liquid holdup or gas storage tank exceedances. On an annual basis, the Semiannual Radioactive Effluent Release Reports also include: an annual hourly summary of meteorological data; an assessment of radiation doses as a result of effluent releases; and an assessment of radiation doses to members of the public as a result of liquid and gaseous effluent releases.
On January 28,1992, the President of the United States signed a memorandum addressed to selected Federal Agency lleads who are concerned with energy production and protection of the environment. The memorandum requested the addressees work together to streamline the regulatory process and ensure that the regulatory community is not subject to duplicative or inconsistent regulation.
On the same day, the President signed a second memorandum entitled " Reducing the Burden of Government Regulation? This memorandum, which was sent to all federal agencies, set-aside a 90-day period to review and evaluate existing regulations and programs and to identify and accelerate action on initiatives that will eliminate any unnecessary regulatory
- burden, in response to the Presidential memoranda, the NRC completed an evaluation that culminated in the utilization of the rulemaking process t, revisc 10 CFR 50.36a," Technical specifications on effluents from nuclear power reactors to address the President's requests.
The revision to 10 CFR 50.36a reduces the requireme. for submission of reports concerning

the quantity of principal radionuclides released to unrestricted areas in liquid and gaseous effluents from semiannually to annually. The proposed revision to 10 CFR 50.36a met the criteria for reducing burden without in any way reducing the protection for public health and safety and common defense and security. As described in Federal Register Volume 57, Number 169 at 39353, the revised 10 CFR 50.36a states the following:

(2) tiach licensee shall submit a report to the Cominission annually that specifies the quantity of each of the principal radionuclides released to unrestricted areas in liquid and in gaseous effluents during the previous 12 months of operation, including any other information as may be required by the Commission to estimate maximum potential annual radiation doses to the public resulting from effluent releases. The report must be submitted as specified in 6 50.4, and the time between submission of the reports must be no longer than 12 months. If quantities of radioactive material relear.ed during the reporting period are significantly above design objectives, the report must cover this specifically. On the basis of these reports and any additional information the Commission may obtain f rom the licensee or others, the Commission may require the licen.see to take action as the Commission deems appropriate."
The revisions proposed by License Amendment Request 92 015 are consisteut with the revised 10 CFR 50.36a.
The revision to the submittal frequency from semiannually to annually will eliminate one of the submittals each year. This will eliminate an unnecessary regulatory burden and provide an economic savings by reducing expenditures associated with the processing and review of the semiannual reports by North Atlantic personnel.
In addition, the proposed changes will reduce contractor expenditures for the development of the technical aspects of the reports.
IL Descriotion of Prooosed Chances License Amendment Request 92-015 proposes the following changes to the Technical Specifications.
Technical Specification 6.8.1.4," Semiannual Radioactive Effluent Release Report,"is revised to climinate the submittal of Semiannual Radioactive Effluent Release Reports and to require that Annual Radioactive Effluent Release Reports be submitted to the NRC. This is accomplished by replacing " Semiannual" with " Annual," at multiple locations within the body of this specification. Additionally, the described reporting period is changed from "during the previous 6 months" to "during the previous calendar year." The report submittal date is also changed from "within 60 days after January 1 and July 1 of each year," to "by June 30 of each year." This latter change will allow for 6 months for preparation of the annual reports. This additional time will allow North Atlantic to better utilize available resources for report preparation, hence providing additional economic savings.
Technical Specification 6.8.1.4 is also revised to climinate the statement that "[t]he period of the first report shall begin with the date of initial criticality," as this statement is no longer applicable.
The footnote that states that "[a} single submittal may be made for a multiple unit station..," is also deleted since it is not applicable to Seabrook Station. The second footnote stating that "[t]he dose calculations may be reported in a supplement l
submitted 30 days later " is also deleted. This footnote corresponds to the original 60-day report preparation period, and is not required for the proposed 6-month report preparation period. The dose report will be submitted with the proposed Annual Radioactive Effluent Release Report.
I The Technical Specifications Index and Technical Specifications 3.3.3.9, 3.3.3.10, 3.11.1.4, 3.12.1, 3.12.2, 6.12, 6.13, and 6.14 will be revised to change the applicable references from
" Semiannual" to " Annual" Radioactive Effluent Release Report. There are no other changes to these specifications.
