Dear Mr. Youngblood:

In response to a November 9, 1984 telephone conversation (

between M. D. Lynch (NRC-NRR) and O. K. Earle (Edison), ,

Detroit Edison is providing clarification and updated information concerning three items-in Reference.2. The i{

subject items are: identified below, with proper reference, j along with the supplemental'information for each. l i

l Item 1: Page 20 of Reference 2 states: "The schedule for 1 the implementation of this vendor information j program is June 1, 1983."

Comment: The referenced date is-actually June 1, 1984. .

Detroit Edison intends to. incorporate into its vendor interface program-the results of'the NUTAC. group. These results are expected .ta) be available for approval during February, 1984."

Comment: Detroit Edison was an. active participant in the NUTAC. INPO 84-010 (Reference 4), which was avail-able in March, 1984, provides NUTAC's recommen-dations for a Vendor-Equipment Technical Information Program (VETIP). Detroit Edison has reviewed these recommendations which can b,a summarized as follows:

1. Enhance the present NPRD System
2. Enhance the internal procedures for handling external operating experiences
3. Developing a mechanism for internal handling of equipment technical information Detroit Edison has, in place, programs and procedures to accomplish the above goals.

Specifically, Detroit Edison has established administrative guidelines consistent with the NUTAC guidance for:

1. Participation in NPRDS
2. An Operating Experience Review' Group
3. An improved Vendor Information Program Item 3: Page 28 of Reference 2: " Detroit Edison is an active member of the BWR Owner's Group currently undertaking a special study of the on-line testing intervals in Technical Specifications. Detroit Edison plans to use the results of this study-as a basis for requesting /or not requesting changes.to the existing on-line testing intervals in the Fermi 2 Technical Specifications. As Detroit Edison gains operational experience with Fermi 2, changes to testing intervals will also be considered, based on this operational experience."

r-Mr . B . J. Youngblood November 29, 19884 EF2-72014 Page 3 Comment: Detroit Edison continues to be actively involved in the BWROG Technical Specification group. The BWROG is tentatively scheduled to submit a letter-providing the results of the Group's study for NRC review, by February 1, 1985.
