PREFACE - - This SOP comprises Section Ill.09 of the San Luis Obispo CoLnty Nuclear Power Plant ' Emergency Response Plan. Detailed preparedness measures and emergency procedures concerning the operation of this of ganization are included herein. Part I of the Plan describes the overall County emergency organtration and response, while Part il includes implementing instructions to be used by the County Direction and Control group and other key officials and the County Emergency Operations Center (EOC), in directing the emergency response actWities. u ) li ,

1. OVEoVEW The Depa.i. ' si Technical Services has primary responsibilrty for implementing the emergsacy communications component of the Nuclear Power Plant Emergency Response Pan with the support of other local, state, anc feceral government agencies and private organizations. The Department will purchase, store, inventory and maintain necessary equipment and supplies for the j

communication needs of the EOC and for emergency communication neecs of i response agencies as described in the Nuclear Power Plant Emergency Response Plan and this procedure. Specifica!% - the Department of Technical Services will insure that the l communications equipment used to support the EOC, the Media Center and other involved County Departments are avaliable and operational. Communications equipment includes:

1) Telephone equipment in the EOC ano at the Media Center.
2) Radio equipment as described in Atta:hment E, the subsecti:n of this procedure entitled, ' Communications Facilities: Existing anc Proposed."
3) Emergency Response computer e uipment wnien is use: by County Public Information Officers to communi: ate between the EOC anc ine Media Center.

1981. Te:nrii:a! Services staff members have been assigned roles for implementing this emergency procedure during an emergency. Those assignments are as follows. (11.09 DEPARTMENT OF TECHNICAL SERVICES NPPERP (07/90) A description of the tasks that each of these functionalroles completes is provided in detail in Attachments H t through H-4. However, a brief des:ription of their roles follows. . The Communications Coordinator shall act as the offielal liaison between the Communications Team, the Telephone Coordinator and the respondents to the emergency that need their services, Requests for communications of telephone support wl!! be coordinated through the Communications Coordinator, The Caordinator will also monitor the progress of any radioactive plume and insure that the Communications Team is advised of it's location. The Communications Coordinator will assist the Telephone Coordinator, as time permits. The Communications Manager wit! assume responsibiltty for all County communications equipment, including its activation, maintenance, and operation. The Communication Manager will also coordinate emergency communication systems among fedetal, state and local agencies and organizations, public, private and volunteer. The Telephone Coordinator will be responsible for insuring that the telephones within the EOC are activated and that they have access to long distance lines Tne Telephone Coordinator will also act as a liaison between the Communications Coordinator and the various telephone companies that provice services to tne County. The Computer Coordinator willinsure that the Emergency Response Computer Network between the EOC and the Media Center is a ttvated and provide support for the equipment, software and the telephone link during its use.

3. P:E:ECUISfTES The memoers of the Department of TechnicalServices Emergency Response Staff must have thorough uncerstandings of existing radio, mi:rowave, telephone, anc the PC network systems, as well as other local, state, and federal communications systems in the county. The members of this staff must also have the capacihty to operate, troubleshoot, and perform emergency repairs to the County's communications equipment.
4. COMMUNICATIONS FACIUTIES EY! STING AND PAOPOSED Communications facilities, as used in this plan, refer to the radio, telephone. and professional computer resources used in response to a declared emergency or EOC acitvation.

DEPARTMEMT OF TECHNICAL SECsiCES NPPERP (07/90) The County's current radio communications system relies on a microwave s' { backbone system to communicate between six (6) radio repeater sites. These srtes include Cuesta Peak, Rocky Butte, Black Mountain, Davis Peak, Tepesquet Peak and San Antonio Peak (in Santa Barbara Courity), At these tapeater sites, transmitter / receivers broadcast information on various networks in support of polce, fire, medical and other agencies. A full description is incluced in Atta:hment E. The telephont system referenced within this plan includtis those telephones at the Emergency Operations Center (EOC), Rumor Control, and Media Center. The Media Center telephones are installed by PG&E staff during a nuelear emergency but could require County invotvement at other times. A full description is included as Attachment F. The Emergency Response Computer Network used by the Public information Officers uses a telephone network and computer equipment at the EOC, the Media Center, the Government Center Complex. And other possible locations. A full desenotion is includea as Attachment G. B NOTIFICATION AND MOBILIZATION The seventy of an in icent at the nuclear power plant will determine the nottfication and meeticaten actrvities of the County, in general, the Department of TechncalServces will only responc at the Alert of higher emergency classifcation. The determination of this status will be made by power plant start in the controi room. At the apprepnate time, this ( oepartment will be notified. The netifcation procedure that begins the activaten of th:s plan begins when the County's Emergency Servces Coorcinator notifies the Director of Techncal Services tnat an emergency has been de:!ared anc/or the EOC has been activated, anc that tne Emergency Operations Center (ECC) will be opened in the event the Director cannot be rea:nec, the Emergency Servces Coordinator will contact the Communcatons Coordinator. Tne Director (or the Communications Coordinator) will notify other members of the Department of Techncal Servces having a primary role in the response Specifcally, the D, rector will notify the Telephone Coordinator of her backup, the Communications Manager or his backup, and the Computer Coordinator or his ba kup. If the Director is unable to reach any of these people, the Director will notify the Communications Coordinator whether the Director or the Communications Coordinator should continue to call those people who have not been notified. Upon being notified of an Alert or higher classifcation, the Communications Coordinator, the Communcatens Manager, the Telepnene Coordinator and the Computer Coordinator will be responsible for notifying their backups. The County Emergency Operations Center (EOC) is co locatea with the Sherrff s Dispatch Center, the utility's Emergency Operations Facility (EOF), and the Unified Dese Assessment Center (UDAC). The faciltty is located at 1525 Kansas Avenue off Highway 1 about 6 miles northwest of San Luis Obispo. The Meola Center is located 2 miles norin of the County EOC on Highway 1 at the Cuesta College Auditorium.

Earty Warning System Sirens Descriotion: The Early Warning System consists of approximatety 131 sirens located wrthin the Basic Planning Zone which extends to Cayucos on the nonh to San Luts Obispo on the east to the Five Cities area in the southeast. The activation system is owned and maintained by the County Department of Technical Services and the sirens and recetvers are owned and maintained by Pactfic Gas and Electric Company. Ae"vstion: The Emergency Services Director or his afternates mey authorize the activation of the system. In their absence, the Watch Commander at the Sherttf's Office has authori:ation. The Emergency Breaccast System stations will te notified prior to activation. B. Tone Alert Montter Receivers Desenetion: Apprortmately 133 receivers are distributed to schools, transportation yaros. nosortais convalescent care centers ano other instrtutions for alerting them with spec alinstructions. Control consoles for activation of these receivers are

2. Primary Function:

The Telephone Coordinator, upon nottfication of an emergency event, must report to the EOC, verify and maintain EOC telephone lines. This is Centrex service and requires coordination with Pactfi: Bell. AP.er the tele hones have been verified, the Telephone Coordinator will report to the Emergency Operations Center to re:eive a briefing and to begin acting as a I;a: son betiveen EOC personnel anc the telephone companies. The Computer Coordinator, upon being notmed of an event of Alert stage or greater will report to the EOC/ Media Center. Documentation for the PC network equipment ano accompanying software must be secured and transported to the EOC/ Media Center. The PC network equipment is transported to the EOC/ Media Center by Emergency Services staff. Upon arrival the Computer Coordinator will report to EOC/ Media Center to receive a brief.ng and to begin acting as a liaison between EOC personnel and the PC netwerk. The computer systems are installed and the link between the EOC/ Media Center is activated. The syttems will be utih2ed by the Public Information Officers to participate in the Notepad network.
