OVERVIEW The Department of Technical Services has primary responsibility foi iglementing the emergency comunications plan with the support of other local, state, and federal government agencies and private i

organizations. The Department will purchase, store, and maintain necessary equipment and s@ plies for the conmunication needs of the E(X: and for emergency comunication needs of response agencies as described in the Nuclear Emergency Response Plan and this procedure.

PREREQUISITES A thorough understariding of existing radio and telephone microwave, radio and telephone systems of the county, as well as other local, l.

state, and federal communications systems in the county (see Attachment B). The Comunication S@ervisor must have the capability to operate, troubleshoot, and perform emergency repairs to the county communications' an"4==nt.

The Sheriff's RED, S.UE, and YELLOW chamels are installed at 4

Rocky, Black, Cuesta, and Davis. Tepusquet currently h.as only the RED chamel repeater, arranged to be keyed with the other RED repeaters by both San Luis Obispo and Santa Barbara Counties, via the microwave intertie between the two counties, running from

Tepusquet to La Curtre (119 4313 x 34 30 01, 3957' AMSL, 38.833-mile path).

Solid state repeaters for the GREEN chamel, now used by courity local government agencies, are installed at Rocky Butte and Cuesta Peak and Davis Peak but also licensed for Black Mountain.

Although iles on the high-band GREEN chamel are equipped for CTCSS us z tones, these tones are not transmitted by the base but are used only to key up the repea Similarly, the UW system mobiles are equipped for CTCSS at but this also is not transmitted by the fixed stations. UHF The Sheriff's chamels are equipped with a GE voting system which works to select the mountaintop repeater receiver which has the best audio and switches that to the dispatcher. The new dispatcher's console has lots of room for additional control switches, speakers, and the like. There is room for several additional dispatchers and up to 13 additional chamels.

EOC Comunications:

(1) Intercom:

.1 There is an intercom telephone system throughout the EOC,-

ECF, UDAC, and Sheriff's area. There are twenty-six ii locations each with a 2-digit dialing code.

The Public Address System operates in conjunction with the intercom system. Announcements can be made throughout the entire building or to select areas from eight different locations.

(3) Telephones:

Twenty of the telephones in the EOC are on the county's Dimension system. Other telephone systems include the i

These procedures will include a code identification procedure which limits activation authority for the EWS (Siren) to the County Sheriff or the Emergency Service Director.

.g EERGENCY CONICATION PLAN

I.

PUfPOSE The Emergency Comunication Plan describes communication equipment to be activated, tested and maintained by the Department of Technical Services so it is operational during an emergency situation.

II.

LOCATION The County Emergency Operations Center (EOC), is co-located with the Sheriff's Dispatch Center, the utility's Emergency Operations Facility (EF), and the Unified Dose Assessment Center (LOAC). The combined facility is located on Kansas Avenue off Highway 1 about 6 miles northwest of San Luis Obispo. The Media Center is located 2 miles north on Highway 1 at the Cuesta College Aucitoriun. Figures TS-01 (A-K) are diagrams of these emergency response facilities.

ED-COM System Dispatching / coordination provided by the Sheriff's Department. The system utilizes four high-level base station / mobile repeaters operating on Med-One through Med-Four at the county microwave sites. All county contract antulances and selected fire rescue units are equipped with eight-frequency mobile radios. Five San Luis Obispo hospitals and Marian Hospital in Santa Maria are equipped with dw lex control stations. The ambulances may select any of four frequencies for comunication with the appropriate hospital, depending on location within the County.

E D-CCN also utilizes the servicas of M.A.S.T. (Military Assistance to Traffic and Safety) for Army helicopter evacuation of severe trauna cases.

COUNTY LOCAL GOVERN ENT COWUNICATIONS The County operates W mobile repeaters at Cuesta Peak, Rocky Butte, and Davis Peak utilized by a nunber of county departments. The principal user is'the -

County Engineering Department. The system includes a full automatic satellite voting / full transmitter simulcast operation with comand/ control capability by a coordinated dispatch center.

Present departmental users on the VW system include:

Agriculture General Services County Garage Air Quality In addition, pagers for key goverrunental officials and the tone alert monitor receivers for schools, hospitals, convalescent care centers, and other institutions are activated on the VW frequency as are the Early Warning System sirens.

The County operates UW remote base / mobile repeaters at Cuesta Peak and Davis Peak. The principal user is the Department of Animal Regulation. Department of Technical Services Communications also uses this frequency. In the event of an emergency at the Diablo Canyon Power Plant, the Environmental Health monitoring teams would use this frequency. Two of the Emergency Broadcast System stations, KSLY, KLTW, and KVEC, would be contacted on this frequency if the telephone lines were inoperable. The repeaters are controlled via telephone lines from the Department of Animal Regulation's office and from the Division of Envircrvnental Health office to the county microwave system.

Additional control is from the Sheriff's Dispatch Center, the Unified Dose Assessment Center, and the Emergency Operations Center directly to the microwave system. In addition, the base stations can activate the transmitters in a repeater mode if the microwave' system is down.

The County operates a VW Forestry-Conservation system repeater at Lopez Lake.

A small nunber of mobiles / portables utilize this system for General Services control of Lopez Lake Recreational Areas. The radio is low-level with limited coverage.

C(1JNTY OF SAN LUIS OBI!PO C.D.F. - COUNTY FIRE SYSTEM The county fire stepression services are provided by California Division of Forestry. A county fire radio network is provided for mutual aid operations aside from the ECCA frequencies utilized by C.D.F.

The County Fire Net utilizes three high-level remote base stations located at county microwave sites. Control from the dispatch center utilizes wire line to the county

Early Warning Sirens System

Description:==

The Early Warning Siren System consists of approximately 128 sirens located within the Basic Planning Zone which extends to Cayucos on the north to San Luis Obispo on the east to the Five Cities area in the southeast.

The activation system is owned and maintained by the County Department of Technical Services and the sirens and receivers are owned and maintained by Pacific Gas and Electric Comany.

Activation: The Emergency Services Director or alternate, the County Sneriff, may authorize the activation of the system. In their absence, the Watch Comander at the Sheriff's Office has authorization. The Emergency Broadcast System stations will be notified prior to activation.

A.

OVERVIEW - CDNCEPT DF DEPARTMENTAL ROLES

De primary role of the County Agriculture Department is to provide agrarian technical input related to ingestion pathway data collection, assessment and protective response.

L De County Agriculture Coeurissioner will assist the UDAC Coordinator in the interpretation of field and laboratory radiological data regarding potential contamination of food stuffs, crops and agricultural water supplies.

He will provide the UDAC Coordinator with infomation required to jointly prepare recommendations to the County Health Officer pertaining to the need to interdict / replace food, agricultural / water and milk (milk is responsibility of CDFA - Dairy Inspector) supplies.

De UDAC Coordinator will rely on County Agriculture to provide infonnation on land use, dairy locations, fiel d-to-market

times, sounes of mplacement food products, consumption rates, etc., and to act as liaison with the agricultural connunity.

The County Agriculture Commissioner will also have the responsibility to request and coordinate assistance and information provided by the State Department of Agriculture.

The Commissioner will coordinate and provide local infonnation in support of the Ingestion Pathway Zone (IPZ) responsibilities of State Radiological Health Branch (R.H.B.) in conjunction with the UDAC Coordinator.

l Upon notification of the declaration of an ALERT or more severe status, the Director of Air Pollution Control will notify the Agriculture Commissioner or his alternate to report to the County Emergency Operations Center and report to the UDAC Director.

De Agriculture Connissioner will notify County Agriculture staff as needed.

TRAINING, DRILLS AND EXERCISES' Training Programs Training opportunities that enhance the UDAC technical support role will l

be attended on an as-needed basis.

Specific training is outlined in Part V, training, drills and exercises of the overall plan.

Drills and Exemises An exercise is an event that tests the integrated capability and a major portion of the basic elements existing within emergency preparedness plans and organizations.

De emergency preparedness exercise shall simulate an emergency that results in off-site radiological releases which would require response by off-site authorities.

Exercises shall be conducted as set forth in NRC and FEMA rules.

A drill is a supervised instruction period aimed at testing, developing and maintaining skills in a particular operation.

A drill is often a component of an exercise.

conduct drills, in addition to the annual exercise, at the frequencies indicated below.

Cosmiunicat1on Driiis Communications with state and local governments within the Ingestion Pathway Emergency Planning Zone shall 'be tested quarterly.

Cosmiunications between the nuclear. facility, state and local emergency operations centers and field assessment teams shall be tested annually.

Communications drills shall also include the aspect of understanding the content of messages.

Radiological Monitoring Drills (desirable, but RHB responsibility)

Radiological monitoring drills (off site) shall be conducted annually.

These drills shall include collection and analysis of all sample media (e.g., water, vegetation, soil and foodcrops), and provisions for communications and record keeping.

Health Physics Drills Health physics drills shall be conducted semiannually which involve 3

l response to, and analysis of, simulated elevated airborne and liquid samples and direct radiation measurements in the environment.

{ AIR POLLUTION CONTROL DISTRICT 1 A. Preface This SOP comprises Section III.40 of the San Luis Obispo County Nuclear Power Plant Emergency Response Plan. Part I of the Plan describes the overall county emergency organization and response, while Part II includes implementing instructions. Preparedness measures and emergency procedures concerning the operation of the County Air Pollution Control District are set forth in this 50P. ) i i 1 8. Introduction The role of Air Pollution Control (APCD) is to provide one staff member in the Unified Dose Assessment Center (tX)AC) to acquire from off-site, independent infomation

sources, data relating to short-term and long-range weather forecasts, macro / micro meteorological conditions, off-site wind speeds and directions, and other meteorological data as deter-mined to be necessary and available.

APCD will provide this infomation to the UDAC and Direction and Control Group in coordination with the National Weather Service (NWS) mpresentative and/or PG8E meteorologists. C. Notification Upon notification of declaration of an ALERT or more severe status, the ( County Emergency Services Coordinator will notify the Director of Air Pollution Control, or his alternate, to proceed to UDAC and report to the UDAC Coordinator. The APCD Director will in turn notify the National Weather Service in Santa Maria and request a NWS representative to report to the Emergency Operations Center. In addition, the APCD Director will notify the Agri-cultural Commissioner to report to the UDAC (refer to Attachment I, Noti-fication List). D. Dnergency Actions Unusual Event No actions mquimd. He will put together a work shift schedule and notify the other moders of the response team, the LEAC Coordinator and the PGAE Meteorological team leader. 1. OVERVIEW This procedure incorporates pre-emergency preparedness and emergency procedures for responding to an emergency at the Diablo Canyon Nuclear Power Plant.

t Substantial portions of this procedure have been developed from the general emergency plan for the City of Crover City in order to asintain coordination between emergency plans and procedures.

2. AUTHORITY AND RESPONSIBit,ITIES In recognition of the need to assign specific responsibilities to departments l

and individuals the lead agencies and individuals have been identified for each type emergency. The Police Department has been designated as the responsible agency in the event of a nuclear incident. The Police. Fire, and Community Development Departments all have major roles in the event of an incident which is sufficiently serious to call for either a selective or general evacuation. C.

7. ASSIGNMENTS The following assignments are taken from Section I.8 of the county plan and are applicable to the City of Crover City.

The City Administrator directs the City energency response and coordinates with the County Energency Services Director to insure a unified County-City response effort.

The City Police Department will provide direct notification of the public as a supplement to the siren and Emergency Broadcast Systen. Notification will be provided through the use of patrol vehicles and foot patrol.

3) Frovidina Public Information Durina Emeraency (5-11.6): The City police Department officers will provide information and assistance to the public concerning the status of the emergency.

The Fire Department will assist the Police Department in establishing perimeter control within the City, as appropriate.

6) Traffic Control in_an Evacuation (S-11.7.5.B): The Fire Department will assist the Police Department in implementing traffic control measures within the City, as appropriate.

Cl Evacuation of Institutions and Cartess Population (S-II.7.5.C-E): ' The 7) Fire Department will assist in the evacuation of institutions. The Fire Department will monitor the status of collection points and coordinate with the County Engineer the nobilization of buses to evacuate persons from collection points. The Fire Department will also staff a non-emergency phone number for persons needing transportation or other assistance and will locate or provide transportation to the collection points for these persons. The Fira Department will update the Emergency Operations Center (EOC) with adequate information in a timely manner.

8) Confirmation of Evacuation / Sheltering (S-II.7.5.0): The Fire Department will assist the Police Department in providing confirmation of evacuation or sheltering as directed.

d. Community Development Department

The Community Development Department will assist the Police Department in conducting field operations to assess damage and respond to an earthquake as directed by the City Emergency Services Director through coordination with the County Earthquake Damage Assessment Center (EDAC).

TEaTring of the City emergency organization will be determined by department heads. Staffing will be on a 12-hour shif t. 24-hour basis.

a. City Administrator:

Depending upon the particular emergency response, the City Administrator will mobilize additional departments and staff as required. (See Notification Lists. Exhibits GC 3 and GC 4)

b. Police Department:

The Police Department Organization Chart is shown in Exhibit GC 5.

c. Fire Department: The Fire Department Organization Chart is shown in Exhibit GC 6.

The fire station is manned entirely by volunteer call-out personnel for a basic emergency response.

d. The Comunity Development Department:

The Comunity Development Department Organization Chart is shown in Exhibit GC 7. The Department is organized into wdrk crews with defined sets of skills and equipment. Although the Department is organized on a standard workday basis, it is frequently called on to perfonn emergency activities.

9. FACILITIES During a nuclear power plant emergency, the City will activate an Emergency

( Operations Center (EOC) tn Conference Room "A". Grover City Police Department. The Emergency Operations Center has a capacity of 15. Existing City facilities are as follows:

The comunications system in Grover City is a local two-way radio system. There is no repeater or microwave. The base station is at the Police Department. Radios are UHF.

a. Comunication Centers:
1) Primary Comunication Center:

a) police De prtment - The dispatch center has contact capabilities with all City Departments as well as radio contact with Sheriff's Department, thereby full County comunication network. In addition, the dispatch center has capability of citizens band radio, thereby comunications to citizens network.

2) Secondary Communications Center:

a) City Hall - The location is adjacent to the Police Department. It has two (2) base stations on the same primary frequency as the Comunity Development Department and the Fire Department. Portable power supply should be brought to these locations if these locations are utilized.

3) Mobile Comunications Center:

a) Portable Radios - Portable radios give this capability, to a limited extent, to any building. b) Citizen Band - This radio system provides a secondary mobile center.

EMERCDICY WORKER PROTECTIVE GEAR Protective kits are easigned to the Grover City Police and Fire Departments, eithough additional kits will be stockpiled by the County General Services Department for a nuclear emergency and made available to City emergency workers as required and available. Each kit contains:

(*) Upon receipt of the kit, emergency workers who. may be exposed to radiation during an emergency shall read and understand the instructions and procedures contained here. (See County Plan Section 11.8, Exposure Control for Emergency Workers.) Equipment shall be stored at both the Police and Fire Departments. Equipment will be issued to each worker when he arrives. (See Exhibft GC 8 Radiological Exposure Control. Also see County Plan Sections I.4.C. Exposure Critaria, and 11.8, Emergency Worker Exposure Control.) In addition, all fire fighters are equipped with protective clothing which is maintained at the Fire Station. The Fire Department has 12 high pressure " Scott Air Pack" breathing apparatus which are mounted on the fire engines. /.dditionally'the County is currently working to provide a cache of respirators acd anti-contamination clothing which would be distributed as needed during the emergency. 13. TRAINING PROGRAM

( The City' Administrator will request the County Administrator to schedule training in the following areas for designated City officials, as required, to ensure adequate response capability. This training vill take place yearly.

14. DRILLS AND EXERCISES U

Full scale exercises will be held as required. A critique of this procedure shall be performed after each exercise. A revised and updated procedure based on critique will be prepared and distributed by the City Emergency Services Director, under the direction of the County Emergency Services Director. (See County Plan V.2 for the complete drill package.) I

15. EQUIPMENT TESTING / CALIBRATION Any communications or monitoring equipment purchased especially for this plan shall be checked and calibrated at least semi-annually by the Police l

Department. Such check shall be recorded and filed at the Police Depar: ment Office. (See County Plan Section V.3 for additional details.) 1

16. PLAN UPDATE l

This procedure will be reviewed annually by the City Administrator. All C information contained herein shall be verified and updated as required. In addition, this procedure will be reviewed and revised after each annual exercise and revisions distributed as per Section 14. (See County Plan Section V.4 for additional details.) B. NOTIFICATION AND MOBILIZATION

1. RESPONSE BY EMERCENCY CLASSIFICATION Response shall be in accordance with the Emergency Action Level as determined by the County-PC&E classification system.

The County Plan Section 1.4.E describes the Emergency Action Level classification in detail. Also described 1 in that section of the Plan are actions which will be taken by the County at various levels of emergency, such as opening a media center at Cuesta College i at the ALERT level for providing public information. Exhibit CC 9 indicates what actions may be taken by Grover City at each emergency level. 50P4 14

2. ALERTING PROCEDURES Initial notification will come from PG4E, or the California Office of Emergency Services State Warning Center to the County Sheriff.

Use of the existing public safety communications network will allow rapid notification of all cities through the County Sheriff's Department, as indicated in Exhibit GC 1. Telephone links to the City are backed up by two-way radio on police and fire frequencies as well as a planned one-way tone-alert monitor radio system. Key City emergency staff will be reached by telephone or radio, while other staff will be notified by telephone or word of south. All notifications will give the level of emergency as established by the Emergency Action Level classification system and will briefly describe response actions (standby, report for duty, commence staff recall, etc.). Messages will be verified and authenticated as appropriate.

3. ENERCENCT NOTIFICATION LIST Exhibit GC 10 indicates agency notifications to be performed by the Police yU Department; Exhibits GC 3 and GC 4 indicate notifications to be performed by the City Administrator.

In addition to these key actifications, each involved official shall notify staff seabers as appropriate.

4. M031LIZATION OF STAFF Mobilisation of staff shall be consistent with Exhibit GC 10 and as described in Part A.g; Staff, of the County Plan.

5. SHIFT CHANGE Departments will operate on a continuous 12-hour shift basis except where three shifts are designated.

Each agency chief shall be responsible for designating shifts to provide continuity of operations during the emergency.

6. STAFF AUGMENTATION C'

The Grover City Police Department has 17 full-time persons available for, duty who shall be recalled. The Grover City Police and Fire Departments have a combined total strength of 25 volunteers available for duty. The City Administrator shall call to duty other City agencies and their* staff as necessary and appropriate. If the City staff resources are insufficient to manage the emergency, County or State-level help will be requested. i C. EMERGENCY PROCEDURES

1. Emeraency Services Director l

The City Administrator, as the Emergency Services Director, is responsible for coordinating the City departments during an emergency and for asking sure that the public is informed. Grover City will have direct communications with the County Emergency Operations Center and will have access to current information about the status of conditions and types of responses under consideration.

a. Notification and Response The City Administrator, or his alternate, the Police Chief, will be notified of an incident by the Watch Commander of the Police Department.

11) Assure that all departments take appropriate steps to protect those City employees engaged in emergency activities.
12) Assure that all City employees observe the procedure for radiological exposure control.

These crews will handle fire and rescue responses in Grover City. One local Fire Fighter will be assigned to each crew as a coordinator.

3) Relief of Personnel In the event of an offsite incident requiring long-term comunitments of C~-

Fire Department personnel, all personnel will be relieved every 12 hours. Mutual Aid Fire forces will be requested by the Fire Chief to the OES Area Coordinator in the County EOC. The Fire Chief will coordinate personnel scheduling based upon incident needs and the number of Fire Department personnel available. Duty rosters will be posted at the Fire Station.

4) Staff Augmentation Day-to-day fire and rescue response will be c'arried out by Mutual Aid Fire crews as requested by the Fire Chief.

These crews and their apparatus will be requested and will respond as per the County Fire Mutual Aid Plan and the OES Fire Mutual Aid System. Crew and apparatus may be sent from out of County agencias to the east, north, or south of Grover City, such as: a) Kern County b) Monterey County c) Santa Barbara County Procedures for fire fighting' and rescue operations and other offsite operations will be in accordance with Grover City Fire Department Operations and Training Manuals. f. Operating of Public Structures as Shelters:

Public shelters may be established by the Police Department if significant numbers of people cannot find shelter at their home or place of work. C~

One Fire Fighter shall man the telephone and phone the registered earless population to determine if rides are needed. He shall act as dispatcher to insure people are picked up. Two other Fire Fighters will each take a vehicle equipped with radio, red light, and public address capability and proceed on preassigned routes in the assembly point area to make announcements. Citizens within each area will be enlisted to assist carless population notification and transportation. The Police Chief shall call County Engineer at County EOC and request buses to respond to assembly points. Buses will be used to evacuate earless population from assembly points to outside the City as per County Plan. SOP 4 19

'1) The County EOC will direct evacuees from Crover City to Vandenberg AFB which is designated as the primary congregate care center.

2) If Vandenberg AFB is full, the County EOC will be contacted for an alternate congregate care center.
3) Coordinate with the County EOC.
3. POLICE DEPARTMENT The Police Department has responsibility for law enforcement,' notification of City officials, and notification of the public in parks and beaches.

The Department will direct traffic during an evacuation under the general direction and coordination of the California Highway Patrol. The Police Department will open the City Emergency Operations Center at headquarters, if requested by the C.- City Emergency Services Director.

a) Assure that all residents have left the area. b) Guard against theft or vandalism.

2) Patrols will be made at regular ittervals until it is confirmed that the evacuation is complete and that the perimeter has been secured. Police units will cease patrols when the County Emergency Operations Center has determined that continued patrols would expose the officers to unacceptable levels of radiation.
g. Traffic Control Durina an Evacuation:
1) Evacuation routes are shown in Exhibits GC 14 and GC 15.

Traffic control during an evacuation will be under the general direction of the California Highway Patrol. The Police Department will assist by controlling traffic on City streets and by providing assistance requested by the Highway Patrol on Route 1 and Highway 101. (See County Plan Attachment 11.7.5.-1, for Traffic Management Plan.) {

2) Evacuation for a major north or south exodus.

All traffic will be directed and diverted to the Oak Park and 4th Street on-ramps to Highway 101. There may be limited use of Highway 1. Grand Avenue. Farro11 Road, and The Pike. Use of alternate routes will be coordinated with affected agencies and CHP so as not to interfere with other agencies' routes of evacuation. Police will direct crews of the Community Development Department to place signs, cones, and barricades to direct traffic to the evacuation routes.

h. Evacuation of Institutions and Carless Population:

Police will assist in evacuation of local institutions by mobilizing local transportation rescues.

i. Confirmation:

Police patrols will monitor the progress of sheltering or evacuation and provide reports to the County EOC.

j. Emergency Medical and Public Health Support:

The Police Department will assist by providing transportation and communication,

k. Reentry: The Police Department will direct traffic and conduct other field operations to maintain an orderly reentry.

The staff of each department of the City controlling the dispatch operations of emergency workers will be responsible for the following emergency duties: Distribute protective kits as described on Page of this document. a. b. Distribute copies of Standard Operating Procedures and other sections of the County Plan relevant to their mission. c. Distribute data forms to record dosimeter readings, deployment locations and

times, consequence of exposure list, and other identifying data.

d. Record pocket dosimeter readings relayed by emergency workers along with reporting individual time and location of reading, and keep the EOC informed of the readings. (Where appropriate, contact field personnel to request dosimeter readings). In addition, maintain ongoing record of locations of workers by time. If dosimeter readings indicate exposures approaching protective action a. grade levels, relay this information promptly to the EOC. i f. If requested by worker, request authorization to exceed exposure guidelines from the EOC. If an additional exposure is granted, transmit the newly-authorized limit to the worker, making sure to verify the worker has been instructed as to the consequences of exposure. 3 As directed by the EOC, convey protective directives including ( relocations / recall of workers, use of personnel protective equipment and radioprotective drugs. h. As directed by the EOC, instruct emergency workers to go to the screening and decontamination location. i. As directed by the EOC, instruct emergency workers to report for l medical follow-up. I 2. Local radio stations that will i broadcast. emergency messages as authorized by the County Emergency Operations Center. Local EBS stations are: KVEC 920 AM KUNA 1400 AM EOC Emergency Operations Center. An off-site location from which control and/or coordination of emergency actions are affected. The center will be staffed by key County emergency personnel - charged with overall coordination and implementation of emergency operations and protective actions for the public. Basic EPZ (Basic) Emergency Planning Zone. The State of California Nuclear Power Plant Emergency Response Plan area enclosed by a boundary with a minimum radius of ten miles but which is enlarged for each nuclear power plant to include areas where protective actions may be required. Public The State of California Nuclear Power Plant Emergency Res'ponse Education Plan area enclosed by a boundary beyond the Basic EPZ to Zone include the area where a public education program is implemented. PAZ P'rotective Action Zones. The Basic EPZ and the Public Education Zone are divided into 15 smaller areas in order to afford a manageable approach to emergency planning. Zone size is based upon city boundaries, populations, terrain, evacuation methods and routes, and other planning criteria. EMERGENCY ACTION LEVEL CLASSIFICATIONS Federal regulations and regulatory guidelines classify ~ radiological emergency conditions into four categories. Pacific Gas I and Electric Company and the County of San Luis Obispo have agreed to take 1 actions at each defined. emergency level that equal or exceed the minimum response designated in the Federal guidance. The emergency action levels and response actions are described below: Notification of Unusual Event j UNUSUAL EVENTS are abnomal events that have occurred or are occurring which I indicate a potential degradation of the level of safety of the plant, or which emergency conditions in themselves, but could escalate to more severe could attract significant public interest. These events do not constitute, conditions if appropriate action is not taken. This category includes: (1) Industrial accidents at the plant which necessitate the transfer of contaminated individual (s) to a hospital for treatment. It constitutes the lowest level where off-site emergency response may be anticipated. The purpose of the ALERT classification is to assure that plant and off-site emergency personnel are readily available to respond if the situation becomes more serious. Upon notification of an ALERT at the Diablo Canyon Power Plant, required ~, response actions will include activation of the San Luis Obispo County Emergency Operations Center (EOC), placing key emergency response resources and personnel on standby, monitoring the air for possible releases of L radiation, notification of all involved governmental officials designated in [ the County and dissemination of infonnation to the public. ATTACHMENT CC-8 ) (Continued) 1 Site Area Emergency A SITE AREA EMERGENCY is characterized by events involving actual or likely major failures of plant functions needed for the protection of the public. The purpose of SITE AREA EMERGENCY notification is to assure that emergency organization centers are operating and are fully staffed; to assure that radiological monitoring teams are dispatched; to assure availability of personnel to support protective measures should they become necessary; and to disseminate information. Upon notification of a site area emergency at the Diablo Canyon Power Plant, required actions may include: activation of the San Luis Obispo County EOC; mobilization of emergency response personnel, public warning, preparation for implementing protective actions, such as sheltering or evacuation, continued monitoring, and assessment or response actions to be implemented. General Emergency This classification is characterized by events that are occurring or have occurred which involve actual or iminent substantial core degradation or melting, with potential for loss of containment integrity and subsequent release of radioactivity to the environment. The purpose of the general emergency notification is to initiate predetemined protective actions for the public, to provide for continuous assessment of data supplied by the plant operator and radiological monitoring teams, to initiate any additional measures, and to disseminate infomation. All events within this classification constitute actual or iminent releases of radioactive materials to the environment. Upon notification of general emergency at the Diablo Canyon Power Plant, required actions will include activation of the San Luis Obispo County EOC, - mobilization of emergency response personnel, public warning, implementation of protective actions, such as sheltering or evacuation, continued monitoring, and continued assessment. The most likely imediate protective action to be taken would be an evacuation of the six-mile area surrounding the plant. SOP 6 50 e
