Emergency Response Plan. Detailed preparedness measures and emergency procedures concerning tha operation of this organization are included herein. Part i of the Plan describes the overall County emergency organ!zation and response, while Part il hcludes implementing instructions to be used by the County Direction and Control group and other key officials and the County Emergency Operations Center (EOC), in directing the emergency response activities.

, A.- PRE EMERGENCY PREPAREDNESS h_- 1.- OVERVIEW

  • The Department of Technical Services has primary responsibility for implementing the smergency communications componen' of the - Nuclear Power Plant Emergency Response Pian w".h the support of other local, state, and federal government agencies and private c:ganizations. The Department will purchase, store, inventory and maintain necessary equipment and supplies - for the communication needs of the ECC and for emergency communication neeos of responte dgancies os described in the Nuclear Power Plant Emergency Response Pian and this procedure. +

Specifically,- the Department of Technical Services will insure that the communications equipment used to support the EOC, the Media Center and other invelved County Depa'tments are available and operational. Communications equipment includes:

1) Telephone equipment in the EOC and at the Media Center.
2) Radio equipment as described in Attachment E, the subsection of this procedure entitled,
  • Communications Facilities: Existing and Proposed.'
3) Emergency Response cornputer equipment which is usec by County Public Information Officots to communicate between the EOC ano the Media Center..

1. California Government Code (Chapter 7, Division 1, Title 2) Section 2550 et. Seq. Calif. Emergency Services Act.
2. San Luis Obispo County Code (Ord. No.1384) Cnapter 2.80 Emergency Organization and Function.
3. San Luis Obispo County / Cities Basic Plan for Peacetime Emergencies -

1981.

Technical Services staff members have been assigt.ed roles for implementing this emergency procedure during an emergency. Those assignments are as follows:

A description of the tasks that each of these functional roles completes is provided -

in detail in Attachments H 1 through H-4. However, a brief description of their i roles follows. .

The Communications Coordinator shall act as the official liaison between the Communications Team, the Telephone Coordinator and the responcents to the emergency that need their services. Requitsts for communications or telephone support will be coordinated through the Communications Coordinator. The C >crdinator will also monit'or the progress of an/ radioactke plume and insure that the Communications Team is advisec of It's location. The Communications Coordinator will assist the Telephone Coordinator, as time permits.

The Communications Manager will assume responsibility for all County communications equipment, including its actkation, maintenance, and operation.

The Communication Manager will also coordinate emergency communication systems among federal, state and local agencies and crgan12ations, public, private and volunteer.

The Telephone Coordinator will be responsible for insuring tha' the telephones with:n the EOC are actrvated and that they have access to long distance lines. Tne T6lephone Coordinator will also act as a liaison between the Communications Coordinator and the various telepnone companies that orovice services to the County.

The Computer Coordinator willinsure that the Emergency Response Computer Network between the EOC and the Media Center is activated and provide supoort for the e:;uipment, software and the telephone link during its use.

3. PE:ECUIS'TES The members of the Department of TechnicalServices Emergency Response Staff must nave thorougn uncerstandings of existing racio, mirowave, telephone, ano the PC net /;ork systems, as we!1 as other local, state, and federal communications systems in the county. Tne members of this staff must ,ilso have the capacihty to operate, troubleshoot, and perform emergency repairs to the County's communications equipment.
4. COMMUNICATIONS FACILITIES' EXISTING AND PAOPOSED Communications facilities, as used in this plan, refer to the rad:o, telephone. and professional computer resources used in response to a declared emergency or EOC activation.

The County's current radio communications system relies on a microwave

( ba:kbone system to communicate between stx (6) radio repeater sites. These sites include Cuesta Peak, Rocky Butte, Black Mountain, Davis Peak, Tepesquet Peak and San Antonio Peak (in Santa Barbara County), At these repeater sites, transmitter /recekers broadcast information on various networks in support of police, fire, medical and other agencies. A full description is included in Atta:hment E.

The telephont. system referenced within this plan includes those telephones at tne Emergency Operations Center (EOC), Rumor Control, and Media Center. The Media Center telephones are installed by PG&E staff during a nuclear emergency but could require County invoNement at other times. A full description is included as Attachment F.

The Emergency Response Computer Network used by the Public Information Officers uses a telephone network and computer equipment at the EOC, the Media Center, the Government Center Complex. and other possiole locations. A full description is includec as Atta:hment G.

B. NOTIFICATION AND MOBIL!ZATION Tne severity of an incioent at the nuclear power plant will determine tne notification and mcoiil:ation activities of the Count,. In general, the Department of Techni:al Services wnl only respond at the Aleq Or higher emergency classification. The determination of this status wil! ce made by powcr plant staff in tne control room. At the appropriate time, this

( decartment will be notified.

The notification pro:ecure that begins the a:tivation of this plan begins when the County's Emergency Services Coordinator nottfies the Director of Techr'ical Services that an emergency has been de !are: ano/or the EOC has been activated, and that the Emergency Operations Center (ECC) will be opened. In the event the Director cannot be rea:ned, the Emergency Services Coordinator will contact the Communi:a$ons C:ordinator.

The Director (or the Communications Coordinator) will notify other members of the Depanment cf Tecnnical Services having a primary role in the response. Specifically, the Care: tor will notify the Telephone Coordinator of her backup, the Communications Manager or his backup, and the Computer Coordinator or his ba:kup. If the Director is unable to reach any of these people, the Director will notify the Communications Coordinator wnether the Director or the Communications Coordinator snould continue to call those people who have not been notified.

Uoon being notified of 6.n Alert or higher classification, the Communications Coordinator, tne Communications Manager, the Telephone Coordinater and the Computer Coordinator will ce responsible for notifying their backups.

V. WARNING / ALERTING A. Early Warning System Sirens Descriojg: The Early Warning System consists of approximatety 13t sirens located wrthin the Basic Planning Zone whi:h extends to Cayucos on the north to San Luis Obispo on the east to the Five Cities area in the southeast.

The activation system is owned and maintained by the County Department of Technica!

Services and the sirens and recervers are owned and maintained by Pa:!fic Gas and Electri: Company.

AetNation: The Emergency Services Director or his alternates may authorize the activation of the system. In their absence, the Watch Commander at the Shorttrs Office has authorcation. The Emergency Broadcast System stations will be notified prior to actrvation.

E. Tone Alert Monitor Re:ervers Deseretion: Acproximately 130 receivers are distributed to schools, transportation yards. nospitats. :onvalescent care centers ano other instrtutions for alerting them with spetal instructions Control consoles for activation of these recervers are located in the Sherrff's Dispaten Center anc in the EOC (PIO Office).

1. Role:

The primary function of the Telephone Coordinator is to ensure that the telephones within the ECC are actNated and have access to long distance lines, to act as Laison between the EOC and various telephone companies, to ensure that all of the EOC and Dispatch phones are operational, and provice assistance and instructions to those who request or need 11.

2. Primary Function:

The Telephone Coordinator, upon notifi;ation of an emergency event, mus' report to the ECC, verity and maintain EOC telephone lines. This is Centrex service and requires coordination with Pa:rfic Bell.

After the telephones have been verified, the Telephone Coordinator will report to tne Emergency Operations Center to receive a briefing and to begin acting as a La: son between EOC personnel anc the telephone companies.

The Telepnene Coordinator must ensure that EOC telephones are operational If a cuestion arises as to a possible problem wrth any phone or line, analyze situation and take the necessary steps to see that the problem is correctec , ,
