Dear Sir:

In response to Generic Letter No. 82-33 (Reference 1) , the Authority submitted a description of our plans for the phased implementation and integration of five emergency response capabilities (Reference 2). As we previously informed you, the Authority completed in April of 1981, a control room design survey based on the BWR Owners Group " Control Room Survey Pro-gram." This program was conditionally approved by the NRC via Generic Letter No. 83-18 (Reference 3). In turn, the Authority committed to submit a revised program plan taking into con-sideration Generic Letter No. 83-18.

A schedule:for.the completion of this program is included as Figure.No.'2 of the plan. The Authority initiated.the Plan-ning Phase of the DCRDR approximately six weeks ago. We cur-rently expect toisubmit'the summary report by November 15, 1985. This extended schedule is.necessary for several reasons. The Authority considers the use of plant specific, symptom-oriented emergency operating procedures. essential for an-effective DCRDR program. As you have been informed, our current schedule does not call for theLfull implementation of.EOPs until December. 31, 1984. '(Reference 5) . In addition, due to the work schedules of reactor operators, it will re-

' quire at least six weeks to conduct operator interviews.
