1.0 PURPOSE t This prpeedure provides a rapid and reprode-ible method for generating of f sit.t protective action recommendations due to althqtntrmlichgical raini n based upon current best estimates of plant and tneteorological trends.
2.0 $COI'E 2.1 This procedure is primarily a screening procedure used oy the Dose Assessment Team for forecasting integrated doses when a release is ,
i in progress and formulating Protective Action Recommendations (PARS) based on these forecasted doses as necessary, 2.2 Some subjective factors are included, the importance of which must be evaluated at the time of the incident.

5.3 TSC Directot 5.3.1 Whanever the TSC Director is responsible for Emergency Direction ani control, he shall review and approve protective action recommendations forwarded to him by the REAH. He chall also ensure that these recommendationt are communicated to the appropriate offsate authorities.
5.4 EOF Director 5.4.1 During the tirne in which the EOF Director is responsible for Emergency Dit ection and contr ol, he shall revjew and approve protective action recommendations forwarded to him by the REAtl. He shall also ensure that thece recommendations ara cornmunicated to the appropriate of f site authorities.
6.0 LIMITS AllD PRECAU f10NS 6.1 Protective Action Recommendations (PARS) fortnulated through t he use of this procedure are based solely on radiological relente data. Addit ional FARs are formulated by other sect ions of the Emergency Response Organization which are based on cnsite plant conditions.

6.2 The " latest evacuation start time" calculated in this procedure al-lows one hour for preliminary governmental actions, sufficient time for evacuation, plus two hours for verification of evacuation.
