SUBJECT:

ENVIRONMENTAL REVIEW 0F POINT IJACH STEAM GENERATOR TUBE SLEEVING (TAC #46694 AND 46695)x On October 19, 1981, you requested our review of the nonradiological environ-mental effects from a proposed demonstration program of steam' generator repair at Point Beach. The licensee, Wisconsin Electric Power Company (WEPC0) requested on July 2, 1981 to allow sleeving of degraded steam generator tules.

Wisconsin Environmental Decade has been allowed by our Atomic Safety and Licensing Board (ASLB) to intervene in this matter. Subsequent to the original request, WEPC0 submitted to the ASLB a request to perform a demonstration tube sleeving program (12 tubes) to be conducted during the current refueling outage on Point Beach Unit 1.

Our review is limited to the demonstration program aspect of the entire sleeving repair.

We have reviewed the documents contained in the licensee's application. We find that the proposed activities will occur within the plant on areas previously disturbed during site preparation and construction. These activities will not have appreciable offsite environmental effects. The licensee has not proposed any changes in effluents from the demineralizer waste systems or other waste streams as part of the demonstration program. We conclude that the activities as proposed will not result in any significant environmental impact.

On the basis of our nonradiological environmental review, we find that the amendment to allow the demonstration program involves an action which is insignificant from the standpoint of environmental impact and, therefore, according to 10 CFR 551.5(d)(4) an environmental impact statement, negative declaration or environmental impact appraisal need not"be prepared. However, should additional review or hearing testimony be required, please contact Dr. T. Cain, who conducted this review.
