SUBJECT:

DAILY HIGHLIGHT R. E. GINNA On Wednesday, February 10, 1982, members of the NRC staff met with representatives of Rochester Gas and Electric Corporation (RG&E) to discuss the requirements to be met prior to restart of the R. E.

Ginna Nuclear Power Plant. RG&E presented information on the cause and corrective actions for the steam generator tube rupture and Pressurizer Power Operated Relief Valve failure which occurred on January 25, 1982.

The adequacy of the emergency procedures used during the accident were also discussed.

The staff concluded that i

l there was not sufficient basis presented at this time to pennit the Ginna plant to return to operation.

RG&E was. given a list of areas r

that the staff felt needed further discussion before the Ginna plant could return to operation. A meeting to discuss the remaining areas has been tentatively se.t for early next week.
