POINT BEACH 1/2 STEAM GENERATOR TUBE SLEEVING TAC N'JMBERS 46694 AND 46695 On July 2, 1981 Wisconsin Electric Power Company (WEPCO) filed an application for an amendment request which would allow repair of steam generator tubes 4

by sleeving when tube degradation exceeded their current plugging limit of 40% nominal. wall thickness. The staff issued a pre-notice in the Federal Register covering the proposed issuance of this amendment due to prior public interest expressed on this issue. Prior to issuance of the pre-notice.

Wiscons'in Environmental Decade (WED) filed a petition for right to intervene in this matter. An Atomic Safety and Licensing Board (ASLB) was established-to review this issue on August 25, 1981. 0n September 30, 1981 the licensee transmitted a copy of the Westinghouse (proprietary) steam generator repair report describing the Point Beach steam generator tube sleeving for the NRC staff review. WEPC0 also submitted before the ASLB a request to perform a demonstration tube sleeving program (12 tubes) to be conducted during the current refueling outage on Point Beach Unit 1.

As discussed with you by telephone, the ASLB has scheduled a hearing on the demonstration tube sleeving program for the 29th and 30th of October and request staff completion of their safety evaluation prior to these dates.

We have indicated our need for your inputs by COB on October 23, 1981.

This memo constitutes our formal request that you allocate your resources as necessary to meet this date..
