SUBJECT:
DAILY HIGHLIGHT R. E. GINNA Rochester Gas and Electric Corporation's (RG&E) R. E. Ginna plant is presently pr_oceding towards criticality following a 4 month repair and refueling outage initiated by a steam generator tube rupture (SGTR) that occurred on January 25, 1982. The staff has completed its review I
of the SGTR and has concluded that restart of the Ginna Plant is acceptable. ~The Safety Evaluation Report (NUREG-0916) was issued on Saturday May 22, 1982 and evaluated the cause-of the SGTR and other problems encountered during the resulting transient. The cause of the l

in conjunction with normal thermal and hydraulic loadings. Some of the
.Other areas evaluated by the staff include the failure of the pressurizer PORV to close, Emergency Operating Procedures and the possibility of pressurized thermal shock of the reactor vessel.

By an agreement wi,th the NRC, power operations will be limited to 5% power until the final deliberations by the Comission are completed. The final version of the SER was not available until this past weekend due to the fact that some of the information and commitments from the licensee were still being finalized. Pending work from the Commission, the plant is expected to be ready for operations above 5% power upon completion of startup physics testing sometime Tuesday afternoon, May 25, 1982.
