-Ginna Tube Break Rochester Gas and Electric Corporation has completed extensive inspections of both steam generators at.its R. E. Ginna Nuclear Power Plant. A number of foreign objects were found in the "B" steam generator where a tube ruptured on January 25, 1982. Through the use of sophisticated video equipment, a number of tubes that had been previously plugged'were found f

to be damaged. The licensee is continuing its investigation of the cause of the tube rupture and is. required to obtain the NRC's authorization prior to the undertaking of significant or irreversible modifications or other corrective measures. The NRC has given the licensee permission to l

remove,"for metallurgical examination, a small number of tube samples through a hole that has been cut in the side of the steam generator.

The licensee plans to refuel and perform scheduled maintenance during the present outage, with restart tentatively set for My 1, 1982. The NRC will meet with the licensee for authori:ation of the licensee's final recovery plans in the latter part of March,1981.

The NRC Task Force discussed in last month's report is completing its investigation into the event at Ginna. The interim report is scheduled to be completed in mid-flarch.

The staff is also continuing its generic review of steam generator problems with meetings involving the various steam gaaeraton. vendors and owners groups.

Ginna Tube Break On January 25, 1982, the R. E. Ginna Nuclear Power Plant near Rochester, New York experienced a rupture of a steam generator tube.

Preliminary'information indi-cates that.the leak initially was about 700 gallons per minute.

The reactor was safely brought to " cold" shutdown.

The steam generators are presently being inspected and, the licensee is continuing to evaluate the cause of the tube rupture.

The NRC is closely monitoring developments at the Ginna reactor, and will review the licensee's findings before reaching a decision regarding restart.

i In addition to evaluating the licensee's proposal for restart, the NRC has also established a Task Force to 'conduEt a thorough examination of the event.

Its interim report, due in late-March, will address the pla'nt's respbnse, the oper-ator's response, and institutional responses.

The s'.aff is also examining '

research needs to assist with the resolution of this problem that might be undertaken by the industry and NRC.

NRC MONTHLY STATUS REPORT TO CONGRESS This is the sixteenth monthly status report to Congress in response to.the.

F direction given in House Report 96-1093. This report provides a discussion of the major actions that were taken on opera ~ ting reactors and on licensing reviews of new facilities during the period of time between January 15,1982 and Februa ry 15, 1982.

TMI Unit 1 Rest' art As discussed in last month's. report, the Licensing Board issued a Partial Initial Decision on plant design, plant separation and emergency planning issues on December 14, 1981.

The Board has recommended that TMI-l be allowed to operate u'p to five percent of design power pending the Board's decis' ion con-cerning the cheating issue on NRC operator licensing exams. Efforts this mbnth involved filing of briefs before the Commission on whether the Board'.s Partial Initial Decision should be made effective and continuing inspection efforts to determine the licensee's compliance with rest' art requirements.

The Special Master, appointed to preside over the hearing on. the cheating matter,1,s expected to issue his report in late March, with a Board decision expected in March or April 1982. Except for the cheating matter, these hearing matters are now before the Commission.

Also, as reported last month, the U.S. Court of Appeals ordered the Cornission to keep TMI-l shut down until the NRC conducts an environmental assessment on s.

initiated actions ne'ce'ssary to comply with the Court Order while the Commission considers alternatives.

The Commission will review the judges' opinions which support the Court's decision before determining a course of action.
