C. 2055s N 3105 J. Gallo, Chief licaring Counsel, OELD POItU BEACH UNIT 1 STEAM GENERATOR TUBE RUPTURE INCIDENT n is note is in response to your March 20, 1975 question concerning a licensing action relative to the subject incident.
The attached OIE report (Enclosure 1) describes the preliminary results of the tube inspection performed by the licensee.
H e licensee has inspected the hot and cold Icg sides of approximately 99'e of the tubes in both steam generators using eddy current techniques and has plugged all tubes wasted greater than 305..
n e plugging criterion which was used by the licensee is more conservative than that specified in Regulatory Guide 1.83.
The Point Beach Technical Specifications currently specify steam generator tube 1.cakage limits that are less than the 1 GPM you suggested in your March 20 note (see Enclosure 2),
n us, we have concluded that no licensing action is required at the present time.
However, we have requested the licensee to, provide, as soon as possible, information pertaining to all past steam generator tube inspections, and the time-history of secondary water chemistry from the onset of transition from phosphate to AVT (see Enclosure 3).
h'e, in conjunction with Materials Engineering, plan to review this information to determine if any future licensing action will be required.
This will be done in consideration of the requirements of Regulatory Guide 1.83, which as you know is currently being revised, as well as conditions which specifically pertain to Point Beach.
