Washington, D.C. 20555 Re: Product Deviation Notification

Dear Sir:

The undersigned makes the following product deviation notification to the Nuclear Regulatory Commission with respect to a functional deviation in the below described component installed in the St. Lucie II nuclear power reactor.

This notification is being made pursuant to 10 CFR 21.21(b).

Garrett Pneumatic Systems Division, a division cf the Garrett Corporation, has identified an apparent short-term rpliability problem with the position indica-ting mechanism in a solenoid valve used to ccatrol PORv 3750010. At this time, the deviation is known to have occurred in only the one unit.

Recently, Garrett became aware that the system lights in the St. Lucie II Power Plant which indicate PORV 3750010 valve position were not functioni . Prior to that time the advisory lights had been functioning properly. On Ma 7, while troubleshooting the system, a magnet in the position indicating mechanism was replaced. Subsequently the valve position indications have functioned properly.

Currently, a detailed investigation is in process to determine the cause of the deviation and whether it may occur in other units or if this is an isolated Case.

A similar magnet actuated switch mechanism is incorporated in PORV 3750014 and 80VV 3750038 installed in the reactors identified on the attached list.

These valves are manufactured under N-Stamp #2516 for Combustion Engineering and Westinghouse. They are used on the safety class 1 and 2 systems of the reactors identified in the attached list.

Combustion Engineering and Westinghouse have been advised of this event and Garrett will continuely advise them as to progress and corrective action.
