Located Outside the Reactor Building

Dear Mr. Denton:

in October,1982, Florida Power Corporation completed rebuilding all safety related

} snubbers installed at Crystal River Unit 3. This snubber rebuilding program was I

undertaken because of a large number of snubber failures discovered during the last i refueling outage. The program was completed in two steps,1) the snubbers installed in j locations inside the Reactor Building were rebuilt prior to returning to power from the

refueling outage, and 2) the snubbers located outside the reactor building were rebuilt l during operations as replacement parts became available.

Florida Power Corporation requested an 18 month visual inspection interval for the rebuilt snubbers inside the Reactor Building, and that the snubbers outside the Reactor Building be considered operable until they could be rebuilt. The NRC responded to these requests with two Crystal River Unit 3 Technical Specifications Amendments. Amendment 45 allowed the snubbers located outside the Reactor Building to be considered operable for the duration of the fuel cycle if analyses had shown that the piping would not be overstressed as a result of snubber failure. Amendment 49 allowed Florida Power Corportaion to set the visual inspection for the rebuilt snubbers, inside the Reactor i

Building, at 12 months rather than 18 months as requested.

Florida Power Corporation considers 18 months to be an appropriate visual inspection interval for the recently rebuilt snubbers outside the Reactor Building. However, Florida Power Corporation intends to place these snubbers on a 12 month visual inspection i .

The results of this inspection during the outage will dictate the length of the subsequent inspection intervals as required by the Crystal River Unit 3 Technical Specifications.
