The ANO Control Room shall notify the Little Rock Control Center l l (LRCC), which is manned 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
per day, and this center shall l l in turn be responsible for notification of the Little Rock [

The IRO, or the LRC0 if the IRD or one of his alternates cannot l l be contacted, shall be responsible for determining on a l l case-by-case basis the extent of additional notifications that ' [
l are appropriate. l l l l C. Members of the Emergency Response Organization (ERO) are l l responsible for notification of individuals reporting directly l l under then in the ERO. l l 1 i D. Notification of government and industry should be done by those l l AP&L individuals most commonly in contact with these groups. l l l l The last section of this procedure, " Directory of Emergency l l Numbers", provides a listing of telephone numbers and other l l numbers that may be useful in the event of an emergency. These l l numbers have been consolidated into this procedure.in order to l l facilitate their update. Users of other procedures should [

In the event of an incident requiring activation of the ANO l l Emergency Plan, the ANO Control Room will notify the Little l l Rock Control Center (LRCC). This notification will occur l l for the initial declaration of an emergency action level l l (i.e., Unusual Event, Alert, Site Emergency, General l l Emergency) or whenever an emergency is upgraded from one l l emergency classification to another unless the IRD has l l relocated to the Emergency Control Center. I l .
l l 2. Upon being notified of an emergency at ANO, the LRCC shall l l immediately contact one (1) Little Rock Corporate Official, l l by using Procedure 3. l .
l .
I l 3. When notified of an emergency at ANO, the Little Rock l l Corporate Official shall contact the ANO Control Room or the l l Onsite Technical Support Center for a detailed appraisal of l l the situation. This return call shall also serve to l l authenticate the LRCC's call. The LRCO shall then try to l l contact the IRD or one of his alternates. If contact is l l made, the LRCO shall appraise the IRD or his alternates of l l the situation and the IRD or his alternate shall assume l l responsibility. If contact can not be made, the LRC0 shall l l

I facility in the event that evacuation of the near-site Emergency l l Control Center (ECC) is necessary. In general this procedure provides l l guidance for determining the necessity for ECC evacuation, for l l maintaining command and control continuity, and for re-establishing a l l functional emergency center at the back-up facility. l 1 I I II. NOTES AND PRECAUTIONS l l l l The mechanism for evacuating the near-site ECC is based on the l 1 following concepts: I l -
l l
- The ECC has been fully activated by the Emergency Response l l Organization, and/or the secondary Technical Support Center has - l l been established at the ECC. I I I l
- The responsibi'.ity for declaring an ECC evacuation rests with the- l l Incident Response Director (IRD), or with the Recovery Manager in l l the absence of the IRD/IRD alternates. I i l l
- The decision for ECC evacuation is based on the consideration of I l protective actions as a result of offsite dose projections and/or l l ECC radiation alarms. l l l l
- Unless r.n immediate evacuation is required due to a rapid l l deterioration of conditions, the ECC evacuation would usually l l occur in stages. Media and non essential personnel in the Media l l Center and other radiologically uninhabitable areas may be l l required to evacuate first, followed by a secondary ERO group, l l and then a primary ERO group _ thus completing the ECC evacuation. l l The IRD, or the Recovery Manager as appropriate, will determine i i the exact schedules, priorities, and designation of groups and/or l 1 selection of personnel affected by the ECC evacuation l l declaration. 1 I I l
- Transportation to the alternate ECC will be via personal and l .
I available AP&L vehicles. Special transportation needs should be l l directed to the Logistics and Procurement Coordinator. [ ,
