In the event of an incident requiring activation of the ANO l l Emergency Plan, the ANO Control Room will notify the Little l l Rock Control Center (LRCC). This notification will occur l l for the initial declaration of an emergency action level l l (i.e., Unusual Event, Alert, Site Emergency, General l l Emergency) or whenever an emergency is upgraded from one l l emergency classification to another unless the IRD has l l relocated to the Emergency Control Center. I l .

l l 2. Upon being notified of an emergency at ANO, the LRCC shall l l immediately contact one (1) Little Rock Corporate Official, l l by using Procedure 3. l .

l .

I l 3. When notified of an emergency at ANO, the Little Rock l l Corporate Official shall contact the ANO Control Room or the l l Onsite Technical Support Center for a detailed appraisal of l l the situation. This return call shall also serve to l l authenticate the LRCC's call. The LRCO shall then try to l l contact the IRD or one of his alternates. If contact is l l made, the LRCO shall appraise the IRD or his alternates of l l the situation and the IRD or his alternate shall assume l l responsibility. If contact can not be made, the LRC0 shall l l

assume the duties of the IRD. l l

l l 4. When appraised of the situation at ANO, the IRD, based on l l the information relayed to him, shall determine: l 1

l ERO and his alternates should develop an internal l l notification scheme for those individuals who will be l l reporting to him in an emergency. l l

l l B. EXTERNAL NOTIFICATIONS l

l Appropriate notifications of external organizations shall be l l determined on a case-by-case basis at the time of the incident. l l Since external notifications typically involve a public l l informatin release, they should preferably be performed as soon l l as possible after the initial AP&L information release regarding l l the incident is prepared. NOTES AND PRECAUTIONS l l l l The mechanism for evacuating the near-site ECC is based on the l 1 following concepts: I l -

  • The ECC has been fully activated by the Emergency Response l l Organization, and/or the secondary Technical Support Center has - l l been established at the ECC. I I I l
  • The responsibi'.ity for declaring an ECC evacuation rests with the- l l Incident Response Director (IRD), or with the Recovery Manager in l l the absence of the IRD/IRD alternates. I i l l
  • The decision for ECC evacuation is based on the consideration of I l protective actions as a result of offsite dose projections and/or l l ECC radiation alarms. l l l l
  • Unless r.n immediate evacuation is required due to a rapid l l deterioration of conditions, the ECC evacuation would usually l l occur in stages.
