On November 8, 1982, Monroe County, Michigan sent a letter to the Nuclear Regulatory Commission which appeals the denial of late intervention contained in the Initial Decision issued on October 29, 1982 by the Atomic Safety and Licensing Board in this proceeding.
The letter was not accompanied by a certificate of service and was not in fact served on us or on The Detroit Edison Company. However, a copy was mailed to Staff Counsel.
