On November 16, 1981, the Regulatory Staff filed a motion for summary disposition of Contention 5 in this proceeding. On December 11, 1981, an answer in support of Staff's motion was timely filed by The Detroit Edison Company, Wolverine Electric Cooperative, Inc., and Northern Michigan Electric Cooperative, Inc. (" Applicants").

No answer in opposition was filed by Citizens for Employment and Energy ("Intervenor").

Pursuant to 10 C.F.R. S 2.749 (a) , Intervenor arguably had the right to file a response to Applicants' answer.

No such response has been filed, and the time within which I to do so has expired.
