Docket No. 50-341 OL I am the attorney representing the Citizens for anployment and Energy who are the intervenors in the Detroit Edison Fermi II case before the Nuclear Regulatory Cmmission. I have heard that by letter you informed Monroe County that their Petition to Intervene, which was denied by the Licensing Board and was referred to your office by the Arp mla Board, has been accepted by your office as a petition under 10 CFR 2.206. CEE has not received notification to that effect. Please send me a copy of your letter to the County.

As intervenors in the case, we supported the County's intervention petiticn and appeal before the Licensing and Appeal Boards. CEE remains vitally interested in the offsite emergency planning issues which concern the County. The order of the Appeal Board does not state whether the plavlings CEE filed in support of the County were forwarded to your office.

If they were not, please advise me so that I can send copies to you.

CEE wants to present information to your office pursuant to 10 CFR 2.206. 'Ihe procedure under that regulation seens to be very informal though, and we have several questions regarding the most efficient manner for us to subnit that doctanentation to you.

1) What doctznents did the Appeal Board transmit to your office?
2) What are the time limits within which your office will accept materials?
3) Does your office have a preference for the form in which the materials are subnitted, e.g. written statenents, affidavits, or transcripts of public hearings?
4) If your office receives materials in reply from the Applicants or Staff, will the County and CEE also be served with them?
5) Will there be an opportunity for the County and CEE to reply to the Applicants and Staff?
