. NOTICE OF VIOLATION Commonwealth Edison Company Docket No. 50-373 Docket No. 50-374 As a result of the inspection conducted from September 2 through October 20, 1990, and in accordance with 10 CFR Part 2, Appendix C - General Statement of Policy and Procedure for NRC Enforcement Actions (1990), the following violation was identified:
10 CFR 50.59 (b)(2) requires that the licensee shall submit, as specified in 10 CFR 50.4, a report containing a brief description of any changes, tests, and experiments, including a summary of +he safety evaluation of each. The report must be submitted annually or at such shorter intervals as may be specified in the license.
Contrary to the above, the licensee's annual report, did not specifically address 10 CFR 50.59 reviews, but referenced the LaSalle Station NRC Monthly Performance Report, where a review of 10 CFR 50.59 reports is documented.
The monthly reports also did not specifically address 10 CFR 50.59 activities and all Updated Final Safety Analysis Report (UFSAR) changes. These reports failed to identify changes to the VFSAR for non-safety related items, and did not provide a summary of the safety evaluations for any of these changes.
This is a Severity Level V violation (Supplement 1).
The subsequent inspection revealed that steps had been taken to correct the identified violation and to prevent recurrence. Consequently, no reply to the violation is required and we have nu further questions regarding this matter.
