NOTICE OF VIOLATION Commonweolth Edison Company Docket Nos. 50-373; 50-374 As a result of the May 30, 1990 rianagement meeting and the inspection conducted during the period April 22-27, 1990, and in accordance with the " General Statement of Polic Appendix C. (1990)y and Procedure for NRC Enforcement Actions," 10 CFR Part 2,(E 10 CFR 20.201(b) requires that each licensee make or cause to be made such surveys as (1) may be necessary to comply with the regulations in this part, and (2) are reasonable under the circumstances to evaluate the extent of radiation hazards that may be present. 10 CFR 20.201(a) defines a survey as an evaluation of the radiation hazards incident to the production, use, release, disposal or presence of radioactive materials or other sources of radiation under a specific set of conditions. 10 CFR 20.101(b) specifies the dose limits applicable to individiuals in restricted areas.

Contrary to the above, during the week of April 22, 1990, the licensee did not conduct an adequate evaluation to determine radiological conditions associated with floor contamination before ellowing worker entry ento the contaminated floor, nor were the workers provided with extremity monitoring devices to measure dose to the lower extremities caused by the floor contamination.

This is a Severity Level IV violation (Supplenient IV).

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) the corrective steps that have been taken and the results achieved; (2) the corrective steps that will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Consideration may be given to extending your response time for good cause shown.
