Subject:

Future FSAR Submittals Gentlemen:

I In Reference-(b), New Hampshire Yankee (NHY) committed to submit an updated FSAR.(UFSAR)' within twenty-four months of issuance of a low power operating license.

i Further, NHY provided a schedule for amending the FSAR until the UFSAR is issued. The NRC approved this schedule in Reference (c). The low power operating license was issued on May 26,.1989, and therefore, NHY will submit the Updated FSAR on or before May 26, 1991.

The last FSAR amendment, Amendment 63 [ Reference (d)), was submitted on April 11,'1990.

FSAR ' Amendment 63 incorporated, approved and implemented design changes and FSAR changes through September 30,1989, as well as previously identified modifications, lo the Power Ascension Test Program, in light of this recent submittal and the fact that the next scheduled update will be within five months of the comprehensive update to.the FSAR, New Hampshire Yankee feels it is prudent-to incorporate the changes that would have been reflected in Amendment 64 into the Updated FSAR.

o United States Nuclear Regulatory Crimmission October 9,1990 Attention: Document Control Desk Page two New Hampshire Yankee emphasizes that the changes currently identified for revision in Amendment 64 are either minor in nature or have been identified in prior correspondence and/or discussions with the NRC Staff.

New Hampshire Yankee has programs and procedures in place to ensure that proposed changes to plant equipment or design basis documentation are reviewed for impact on the FSAR, and are reviewed in accordance with 10CFR50.59. Whenever the FSAR is affected, FSAR changes are prepared and submitted for NilY technical and managerial approval. The NHY practice of submitting 10CFR50.59 evaluations [c.g., Reference (c)) quarterly ensures that the NRC is kept apprised of changes to the plant. The 10CFR50.59 reports include descriptions of FSAR changes which were performed in that period.

New Hampshire Yankee has provided four 10CFR50.59 Quarterly Reports since PSAR Amendment 63, and will continue to keep the NRC apprised of changes that would affect the plant as described in the FSAR.
