~ Report No.: 50-302/82-032/03L-0 Facility: Crystal River Unit 3 Report Date: May 12, 1982 Occurrence Date: April 12, 1982 Identification of Occurrence:

Emergency generator IB failed to meet surveillance criteria, contrary to Technical Specification 3.8.1.1.

Conditions Prior to Occurrence:

Mode 1 power operation (90%).

Description of Occurrence:

At 0600, on April 12, 1982 Emergency Diesel Generator 1B failed to meet the. required starting time criteria. Redun-dancy was provided by Emergency Diesel Generator lA. The Emergency Diesel Generator 1B was restarted and the surveillance criteria was met.

Designation of Apparent Cause:

The cause of this event is attributed to manual timing techniques used for determining the elapsed start time.

Analysis of Occurrence:

The surveillance criteria was missed by three-tenths.of a second and redundancy was provided by Emergency Diesel Genera-tor lA. There was no effect upon the health or safety of the general public.

Corrective Action:

Emergency Diesel Generator 1B was restarted and surveillance criteria was met. Florida Power Corporation engineering is consulting with Colt Industries and Y.A.I. to determine.if there is a way of improving this method of timing the_Emer-

-gency Diesel Generator's starting sequence. No further cor-rective action is deemed necessary. .

Failure Data:

This is the first occurrence of this type for Emergency Diesel '

Generator 1B and this is the thirty-second report under this Specification.
