Hydraulic snubber (MSH-168) was inoperable contrary to Technical Specification 3.7.9.1.

Conditions Prior to Occurrence:

Mode 3 - hot standby (0%).

Description of Occurrence:

At 2340, hydraulic snubber (MSH-168) was found leaking.

The hydraulic snubber was removed and functionally tested.

It was found to be inoperable. Maintenance was initiated and operability was restored at 1430 on 4/1/82.

Designation of Apparent Cause:

The cause of this event is attributed to a leaking shaft seal.

Analysis of Occurrence:

The plant was in not standby at the time of discovery.

There was no effect upon the health or safety of the general public.

Corrective Action:

The hydraulic snubber (MSH-168) shaft seal was replaced, the snubber was functionally tested satisfactorily, and reinstalled. No further corrective action is deemed necessary.

Failure Data:

This is the seventh report under this Specification.
