Gentlemen:

At the time of issuance of the Farley Unit 2 full power operating license (NPF-8) a definitive program was not in place for turbine generator low pressure rot;r disc inspection criteria. N,PF-8 was conditioned to require the Fa rley Unit 2 rotors either be replaced or inspected prior to resuming power operation following the first refueling.

Subsequent to issuance of NPF-8, your August 24, 1981 letter regarding Turbine Disc Cracking listed criteria for an acceptable Low Pressure (LP) Turbine Disc inspection schedule for Farley Units 1 and 2. These criteria endorsed inspection schedules based on recommendations in Westinghouse Memorandum M ST G P , June, 1981. Alabama Power Company committed in our i September 21, 1981 letter to inspect Turbine Discs in accordance with the criteria delineated in your August 24, 1981 letter.

Based upon our commitment to inspect the low pressu re rotors in accordance with your acceptance criteria, it is requested that license NPF-8 be amended to delete license condition 2.C . (19 ) ( d ) . This change is necessary in order to allow Alabama Power to continue with its current low pressu re rotor upgrade program on both Farley Units and to preclude the unnecessary burden on Alabama Power caused by having to inspect the rotors at a frequency shorter than the current Westinghouse recommendations.

It is requested that action on this amendment to the operating license be taken by April 1. 1982 in order that 1 appropriate planning can be made with respect to the previously j referenced rotor upgrade program. J i

The Plant Operations Review Committee has reviewed this proposed change to the Farley Unit 2 Facility Operating License No. NPF-8 and has determined that the change does not involve an unreviewed safety question as shown in the enclosed safety evaluation. The Nuclear Operations Review Board will review this change at the next scheduled meeting.

This item is designated as Class III according to 10CFR170.22 requirements. Enclosed is a check for $4,000 to cover the required fees.

In accordance with 10CFR50.30(c)(1)(i), three signed originals and forty (40) additional copies of this requested amendment are enclosed.

SAFETY EVALUATION FOR 0ELETION OF IJnit 2 License Condition 2.C.(19)(d)

I. BACKGROUND:

. M r. S. A. Varga's letter of August 24, 1981 and accompanying Safety Evaluation Report accepted the LP Turbine Disc inspection-recommendations of Westinghouse Memorandum MST.G-1-P, June, 1981. As requested, Alabama Power Company committed'to'a set of inspection criteria by letter dated September 21, 1981 from F. L. Clayton , J r. to S. A. Varga.

II. REFERENCE Facility-Operating License No. NPF-8, license condition 2.C . (19 ) (d ) ..

III. BASES A.- Introduction Westinghouse Memorandum MSTG-1-P, June, 1981, presented a method to determine safe inspection and re-inspection frequencies for Low Pressure Turbine Discs. The NRC's appraisal of the Westinghouse Memorandum concluded that inspection schedules based on the recommendations in the memorandum will provide an acceptably high' degree of assurance that discs will be inspected before cracks can grow to a size that could cause disc failure at speeds up to. design speed.

Alabama Power Company's letter of September 21, 1981 committed to disc inspection criteria in accordance with the NRC's safety evaluation attached to the August 24, 1981 lette r.

B. Conclusion The proposed amendment does not constitute an unreviewed safety question as defined by 10CFR50.59.

Also, adequate assurance of LP Turbine Disc Integrity is provided by the above referenced inspection criteria.
