N-ARKANSAS NUCLEAR ONE _REVISIO N CHANGE 2 DATE DATE 7/13/81 1.0 PURPOSE The purpose of this procedure is to assign members of the plant staff, by normal organizational structure positions, to appropriate emergency operations functions.

2.0 SCOPE This procedure is applicable to the Emergency Teams designated in the Initial Response Organization only.

2.0 SCOPE This procedure is applicable to a fire or explosion affecting Unit One and/or Unit Two.

3.3.1 1903.41, " Duties of the Emergency Fire Team" 4.0 DEFINITIONS 4.1 Fi_re Watch - The use of personnel to watch for, detect and respond appropriately to fires in potential hazard areas.

5.0 RESPONSIBILITIES 5.1 The affected unit's Shift Operations Supervisor is responsible for the continued safe operation of the unit.

5.2 The Fire Brigade Leader is responsible for directing the initial fire fighting efforts of the Fire Brigade and reporting an assess-ment of the support required to control and extinguish the fire to the Shif t Operations Supervisor of the af fected unit.

5.3 The Emergency Fire Team Leader is responsible for coordinating fire fighting efforts as required to control and extinguish the fire once he arrives at the site and relieves the Fire Brigade Leader.

r"rRGFNCv PLAN FIRE OR EXPLOSION 1903.22 PAGE 2 of 5 O* ARKANSAS NUCLEAR ONE aEvision CHANGE i caTE 6/18/81 DATE 6.0 PRECAUTIONS The following precautions shall be used in responding to fires or explosions:

6.1 After an explosion, fire is the greatest threat to the plant and to personnel who may be injured or trapped in the area where the explosion occurred. Therefore, the area should be inspected for fire as soon as possible following the explosion.

6.2 Do not use water to fight fire in the new fuel storage area.

6.3 Do not use water or dry chemicels to fight fire in areas containing electronic equipment unless necessary to control the fire or prevent it from spreading.

I 6.4 Protective breathing apparatus should be worn when fighting fire in the controlled access area or any contaminated area regardless of how minor the fire may appear to be.

7.0 ITIEDIATE ACTIONS

~'

NOTE: Unless a fire is extremely small, the Shift Operations Supervisor (5 should always be notified first, before any actions are taken to fight the fire. Personnel at the scene of the fire may then take action to extinguish the fire if it is small, confined and with little smoke generation. Otherwise, personnel should actuate sprin-kler or deluge systems if available, evacuate the area, and stand by to direct the Fire Brigade to the location of the fire.

7.1 Any individual who discovers a fire or explosion should immediately contact the Shif t Operations Supervisor of the affected unit and provide a description of the location and severity of the fire. If the fire or explosion occurs in an area which is not specific to one unit, either Shift Operations Supervisor may be notified.

7.2 Upon notification, the Shif t Operations Supervisor or a designee shall notify the following groups by the most expedient means and provide them with the location of the fire or explosion:

7.2.1 Fire Brigade.

7.2.2 Emergency Fire Team (if on-site).

7.3 The on-site emergency fire response personnel shall proceed to the scene of the fire or explosion upon notification.

7.4 Shift Operations personnel not involved with the Fire Brigade

() should report to the Control room.

" Emergency Action Level Response" to determine if any Emergency Action Levels should be declared.

NOTE: The Fire Brigade Leader shall continue directing the fire fighting efforts until relieved by the Emergency Fire Teae Leider.

8.2 The Fire Brigade shall take action to extinguish the fire under the direction of the Fire Brigade Leader.

8.3 The Fire Brigade Leader, under the cognizance of the affected Unit's Shif t Operations Supervisor shall be responsibic for directing the initial fire fighting efforts. Af ter assessing the extent of the fire, the Fire Brigade Leader shall report to the Shif t Operations Supervisor whether the fire can be extinguished by the Fire Brigade alone or if further assistance is required.

8.4 The af fected unit's Shif t Operations Supervisor should determine, based on the Fire Brigade Leader's report, whether additional assistance is required from the Emergency Fire Team, Emergency Radiation Team, and/or the Russellville Fire Department. Notifica-tions should be made, as necessary.

8.4.1 Fire Team (if offsite, refer to Attachment 1, as necessary).

8.4.2 Russellville Fire Department .

8.5 If the assistance of the Russellville Fire Department or the Emergency Fire Team is required, the Main Guard Station should be notified to be ready to receive those parties and direct them to the affected area. If the Russellville Fire Department is requested to provide assistance, two security guards should be dispatched to meet them at the North Gate, unless otherwise directed. Fire Department access to the protected area shall be in accordance with l'J03.70, "Russellville Fire Department".

8.6 After the fire has been extinguished, the Shift Operations Super-visor of the affected unit shall determine if Fire Watches should be posted and, if so, assign personnel to the areas of concern.

V ARKANSAS NUCLEAR ONE aavision CHANGE i oars DATE 7/8/8i 6.0 SYMPTOMS An Area Evacuation shall be initiated if Lt is determined that personnel beyond the Exclusion Area could receive a whole body dose of 1 R or a thyroid dose of 5 R.

7.0 INSTRUCTIONS 7.1 If the projected dose rate beyond the exclusion area is 5mR/hr or greater whole body, or 25 mR/hr or greater thyroid:

7.1.1 Notify the Arkansas Department of IIealth or the Arkansas Nuclear Planning & Response Program (per 1903.10, "Emer-gency Action Level Response") of existing plant conditions and projected dose rates. No protective action recommen-dation is necessary at this level unless the situation dictates otherwise.

7.1.2 If the agencies in Step 7.1.1 cannot be reached, the Sheriff (s) of the affected county (ies) shall be contacted (refer to 1903.10, " Emergency Action level Response",

Attachment 9 for phone numbers). Provide the information

( from Step 7.1.1.

7.2 If dose projections based on current dose rates under actual meterological conditions and estimated time of exposure project whole body doses of 1 R or greater or thyroid doses of 5 R or greater:

7.2.1 Notify the Arkansas Department of llealth or the Arkansas

( Nuclear Planning and Response Program (per 1903.10,

" Emergency Action Level Response") of the existing plant conditions and the projected doses. A protective action recommendation shall be made to evacuate and/cr shelter the affected sectors.

5.2 Once notified, the Arkansas Department of Ilealth will notify other applicable state and local organizations as required by the State of Arkansas Emergency Operations Plan - Annex V, " Arkansas Nuclear One Radiological Incident Response Plan."

5.3 Questions regarding the status of the emergency at ANO should be directed to the following individuals as indicated (unless otherwise directed):

5.3.1 Unusual Event, Alert: Duty Emergency Coordinator 5.3.2 Site Emergency, General Emergency: Incident Response Director (upon activation of the Emergency Control Center).

5.4 Questions regarding radiological monitoring / dose assessment activities should be directed to the following individuals as indicated (unless otherwise directed):

5.4.1 Unusual Event, Alert: Duty Emergency Coordinator.
