applies for an Amendment to the Technical Specifications contained in Appendix A of this license.
This application for an amendment to the' James A. FitzPatrick Technical Specifications revises the crescent area cooler surveillance requirements to reflect the modifications to each cooler's control instrumentation.- The change revises Specification 4.11.B.2, -
" Crescent Area Ventilation," on page 239, to require calibration of the existing temperature indicator controllers or the new temperature control switches.
The Crescent Area Coolers are being modified during and following the March 1990 refueling outage to reduce the potential for silt accumulation (Reference 1). The existing .
configuration, in which temperature indicator controllers modulate temperature control valves in the service water system, is being eliminated. The new configuration will regulate crescent area air temperature by cycling the cooler fans. Temperature control switches will be installed to turn the cooler fans on and off.
The proposed change to the Technical Specifications is Attachment I to this Application for Amendment to the Operating License, The Safety Evaluation for the proposed change is included as Attachment II.
