Supplemental Responses to Licensee Qualification Audit The following information and positions are in response to verbal questions from Mr. Erik Pederson, LQB.

Item 1 The five member Fire Brigade is composed of a Nuclear Supervising Operator, two Auxiliary Operators, an Instrument and Control' Technician / Repairman, and a Chemical Technician. The two Auxiliary Operators on the Fire Brigade are in addition to two others who will be available for meeting the minimum shift complement.

Item 2 Detroit Edison will provide at least one additional person per operating shift with at least three months of BWR operating experience starting at fuel loading and extending for at least nine months. This person will be provided by a suitable contractor such as General Electric.

In addition, Detroit Edison commits to meet the qualifi-cations under Item I.C.(4) and (5) on page 17 of NUREG 0731 for the key technical support staff not covered by the qualifications of the supervisors that will support the plant staff. These technical support personnel may be located in Nuclear Engineering, Genera-tion Engineering, the Engineering Research Department or other Company departments.

In addition, a large number of management and operating staff personnel have had extensive observation time at operating BWRs as part of their training.

Item 6 Regarding the licensed operator training, we are committed to 20 licensed operators to man a five (5) shift schedule on the fuel load date. In order to accomplish this, 33 people are in the training process currently.

Eight (8) additional candidates are being aggressively recruited to begin training by September 1 of this year. A block of Simulator time has been booked commencing the week of October 12 to accommodate this group. All candidates in this group are to be ex-Navy to obviate the need for Academic Refresher and Basic Nuclear theory coursework.

In addition to the above 41 candidates, we have ten (10) plant,startup and/or staff graduate engineers in the license preparation process to provide " insurance" in the event that a minimum of 20 candidates do not successfully license. Five (5) of these have already completed the General Physics certification program. The remainder are well along in it.

For the period following fuel load and low power testing to insure that the pipeline is sufficiently full to maintain our commitment of 20 we expect to -

1. Provide remedial training for those candidates who do not successfully license on the first attempt. We believe we can assurc inat we will be successful in seven (7) cases of to- (30) of this kind.

2. Begin a new group of eight (8) license candidates in early January of 1982. This group will consist of either ex-Navy people or people selected from our Nuclear Power Plant Operator group. The training program for this latter group is being planned in such a way that training they receive includes elements which prepare them for licensure.
3. Ultimately, it is our plan to provide a systematic career path from Nuclear Assistant Power Plant Operator to Nuclear Power Plant Operator to Nuclear Supervising Operator (RO) and thence, (for some who can qualify)

Nuclear Assistant Shift Supervisor (SRO) to Nuclear Shift Supervisor (SRO).
