Dear Mr. Grier:
The FitzPatrick plant received, in Reference 1, a request to submit revised Technical Specifications for snubber surveillance. We note that the revised model Technical Specification provided in Reference 1 is essentially identical with respect to mechanical snubbers as the requirements set forth in the subject Bulletin.
Accordingly, the Power Authority of the State of New York will submit a Technical Specification Amendment request based on Reference 1.
In addition, the fif teen (15) Pacific Scientific mechanical snubbers in use at Fi tzPatrick will be inspected during the 1981 refueling outage in accordance with the revised Technical Specification being submitted. The results of the surveillance will be submitted within sixty (60) days of the completion of the 1981 refueling outage.
