i l On. February 14, 1968, Florida Power filed a request to begin construction

. activities in connection with its Crystal River Nuclear Generating Plant

j. Unit #3 - Docket 50-302. -

Confirming the conversations recently with members of-your staff we are pleased to supplement our original request with the following system ~

j generating capability and operating reserve data.

An analysis of Florida Power Corporation's additional. generation require-j ments showed a need in 1970 and 1971. This need was met by the purchase ,

2 of 200 mw of capacity from a neighboring utility for these two years. This -

} purchase delayed the need for Florida Power Corporation'to install genera- '

f tion' capacity. .The summer period peak load in 1972 is expected to be 1861

,. mw, and the winter period peak load-in 1972 is expected 'to be 1899 mw.

  • l 1 Florida Power Corporation's generation capability during these periods, l exclusive of Crystal River Unit' #3,.will be 2065 mw.

.These installed capacity margins are less than the operating reserves-that

-! are required for reliable operation, thus leaving no margin for maintenance i outages, forced outages or forecast errors. In order to maintain a minimum

. reliability'of service standard, additional generation capacity must be added

. to Florida Power Corporation's' system prior to the summer of 1972. Thus,-- .

the installation of C.ystal. River Unit #3 in April 1972 is of. vital importance

- 'to:the reliability of Florida Power Corporation's system.
