Millstone Unit No. 3 Reporting Of Deficiencies in Design and Construction This letter provides written confirmation of a phone conversation held with your Mr. McGaughy on May. 15, 1980. We have determined that the' problem as discussed below is reportable under 10 CFR 50.55(e)(1)(ii).

As reported to Mr. McGaughy on May 15, 1980, our Nuclear Steam Supply System Supplier.for Millstone Unit No. 3 Westinghous'e Electric Corporation, reported to Northeast Nuclear Energy Company that following'a secondary system high energy line rupture the centrifugal charging pumps may not be capable of delivering their minimum required flow to the reactor coolant system at pressurizer safety valve set point pressure. Minimum pump flow is required to ensure proper pump coolant and thereby prevent pump damage due to over-heating.

Since Millstone Unit No. 3 is currently under construction, Northeast Nuclear Energy Company intends to delay action on this item pending the outcome of additional plant specific analyses presently being performed by Westinghouse Electric Corporation.
