\ Report No.: 30-302/78-033/03L-0 Facility: Crystal River Unit #3 Report Date: 7 July 1978 Occurrence Date: 12, 21 & 28 June 1978 Identification of Occurrence: Wind speed indications were lost contrary to Technical Specification 3.3.3.4.

Conditions Prior to Occurrence: Mode 6 Refueling.

Description of Occurrence: At 0200, 12 June 1978 and again at 0800, 23 June 1978, the 175' wind speed recorder and digital readout indicator was not responding to low wind speeds. At 0900, 21 June 1978 and again at 0800, 28 June 1978, the 33' wind speed recorder and digital readout indicator vould not respond to low wind speeds. In all casas investigation revealed that the wind speed sensor bearings were contaminated with coal dust to a point of inoperability at slow speeds. The wind speed sensors were renewed and recalibrated using the Meteorological Monitoring System Calibration Procedure (SP-158) and restored operable within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.

Designation of Apparent Cause: The cause of these events were due to the contamination of sensor bearings with coal dust.

Analysis of Occurrence: There was no hazard to the health and safety of the plant or general public as no gaseous releasaa were in progress. ,

Corrective Action: Wind speed sensors were renewed and as a result of the failure frequency a Request For Engineering Information (REI) was Senerated for engineering evaluation of this problem.

Failure Data: Third occurrence of the loss of 175' wind speed sensc:r and the second occurrence of the loss of the 33' wind speed sensor.
